Summary
At each meeting of the Committee members will receive a report from its Sub-committees that have meet in recent weeks.
The report provides members with details of the key items considered at each of the sub-committees.
Human Resources & Remuneration Sub-committee 16 January 2009
1. The Human Resources and Remuneration Sub-committee held its first meeting on 16 January 2009. The following members were in attendance, Faith Boardman (Chair), Reshard Auladin, Cindy Butts, Jenny Jones, Deborah Regal and Joanne McCartney.
Terms of Reference
2. The terms of reference for the Sub-committee were noted.
Exit Packages for Metropolitan Police Service (MPS) Staff
3. This report sought approval of the Metropolitan Police Authority’s approach to determining exit packages for senior police officers and senior police staff. The Sub-committee requested that a further report was submitted to the next meeting of the Sub-committee to provide additional information.

Human Resources & Remuneration Sub-committee 30 January 2009
5. The Sub-committee meet on 30 January 2009, with the following members in attendance Faith Boardman (Chair), Reshard Auladin, Cindy Butts and
Deborah Regal.
Work Plan
6. This report set out a proposed work plan for the Sub-committee.
7. Martin Tiplady (Director, Human Resource) introduced the officers responsible for Human Resources within the MPS and asked them to provide a brief overview of their activities. A number of significant achievements for the HR Directorate were noted. Work will continue to be carried out on performance indicators, the business plan, and the HR scorecard and evaluation processes.
8. The Sub-committee agreed to adopt a strategic approach to human resources activities and functions. There were some critical challenges for the HR directorate including pay, workforce modernisation and Transforming HR (THR). In addition, there were some real issues around development and performance that the Service needed to address. It was agreed that there would be real merit in looking at a detailed workplan with indicators of the strengths and weaknesses, threats and opportunities that the HR Directorate faced both internally and organisationally.
Exempt reports
9. The Sub-committee also considered the following exempt reports.
- Performance related pay arrangements for ACPO rank police officers 2007-08.
The Sub-committee considered and agreed the principles and approach for the performance related pay arrangement for 2007-08 onwards. - Exit packages for Metropolitan Police Service
The Sub-committee considered and noted the benefits available to the MPS staff and the early departure process. - Metropolitan Police Authority (MPA) Senior Management Team (SMT) Pay
The Sub-committee considered and agreed the level of remuneration of the MPA’s Senior Management Team.
Community Engagement & Citizen Focus Sub-committee 12 February 2009
10. The inaugural meeting of the Sub-committee was held on 12 February 2009, with the following members in attendance Clive Lawton (Chair), Victoria Borwick, Valerie Brasse and Joanne McCartney.
Terms of Reference
11. The Sub-committee agreed to make a number of refinements to its suggested terms of reference. A copy of the terms of reference as amended are attached for the Committee approval.
Sub-committee Work Plan 2009/10
12. The Sub-committee noted that the work plan was a living document that would be subject to change as the work of the Sub-committee developed. It was suggested that the work plan would benefit from a narrative that set out what was expected of the Sub-committee and by what date.
Development of a Performance Framework for Community Engagement
13. David Skelton gave an oral presentation on the development of a performance framework for community engagement.
14. The presentation provided a summary of the work conducted as part of the joint MPA/MPS Community Engagement Strategy to develop a performance management framework/model for community engagement. It also included information on work conducted by business groups to assess the effectiveness of some key engagement activities and the proposed oversight role for the MPA.
15. The Sub-committee welcomed the development of the model and agreed that to be consistent any community engagement work carried at by the MPA should also be designed to be measured against the model, although it was aware that a one size fits all approach was not appropriate in all cases.
16. Members recognised the difficulties in understanding what constituted good community engagement and how to capture best practice for dissemination throughout the MPS. It was suggested that this could be debated at a future meeting of the Sub-committee.
Borough Community Engagement Funding 2009/10
17. This report outlined the progress made to transform community police engagement arrangements at the borough level, and set out proposals for the assessment and approval of the community engagement funding allocations to the borough based community engagement groups for 2009/10.
Cross-Borough Community Engagement Fund
18. This report outlined the assessment and monitoring process for the cross-borough community engagement fund and sought member approval for the final allocations.
19. The Sub-committee welcomed the range of innovative projects received. However members felt that they did not have enough information or knowledge at this stage to comment on the final allocation of individual projects and therefore agreed to note the final allocation.
Community Engagement Conference April 2009
20. The Sub-committee was advised that the Engagement and Partnership Unit hosts an annual Community Engagement Conference to bring together community representatives and volunteers who work with the MPA and the MPS.
21. The aim of the conference is to share relevant information around emerging issues, examples of good practice, to promote the work of the MPA, to encourage networking between boroughs and to offer thanks to all those who support the MPA on a voluntary basis.
22. As well as showcasing the work of the MPA the conference would also empower, inspire and encourage the community to become involved with issue relevant to them.
Equalities and Diversity Sub-committee
23. An informal meeting was held on 30 January with the Chair of the Equalities and Diversity Sub-committee to discuss the way forward for the Sub-committee’s operation. The first meeting of the Sub-committee will be held on 27 March 2009.
