Summary
Update on Workforce Modernisation (WFM) in the MPS. The paper details the current status with regard to the MPS Workforce Modernisation Programme and TP National Demonstration Site Programme and gives a direction for the future of WFM.

- The update on our MPS Workforce Modernisation programme within various Business Groups, and the MPS National Demonstration site within Territorial Policing, is noted.

Avon and Somerset |
The force is seeking to achieve independence for a central Major Crime Investigation Unit in order to reduce the cost and impact of abstracting staff from BCUs. |
Durham | The force introduced Suspect and Offender Management Units to the post-arrest process in June 2008. A diary car and Enquiry Support Officers were subsequently introduced to the process of pre-arrest demand management in October 2008. The car has been seen as a great success and reduced demand on response teams by up to 40%. The increased capacity has resulted in response officers being able to reduce timelines for investigation of crime. |
Northamptonshire | The force is introducing a team-based approach to volume crime investigation, converting some police officer to police staff posts and introducing the new roles of Investigative Support Officer and Investigatory Co-ordinators. The project went live incrementally between November 2008 and January 2009. |
Northumbria | The force is restructuring all capabilities across Sunderland BCU. The incremental approach dictates that only one sector (Southwick) will fall within the WFM evaluation timeframe. Mixed economy teams were live across Investigation and Response in August 2008 and a broad range of specialist roles have been introduced, including police staff Volume Crime Scene Investigators. The model has proved popular in terms of both staff and customer satisfaction. |
Staffordshire | The force restructured Investigation and Response on Chase BCU between October 2008 and March 2009. This led to the introduction of Investigation Support Officers and Response Support Officers to achieve a step-change in service delivery capacity. |
Surrey | Having successfully introduced WFM on a limited scale to Investigation and Neighbourhoods in one division, the force proposes to demonstrate the methodology across its most challenging BCU (North Surrey), which is coterminous with the MPS. The capabilities of Investigation and Response were introduced incrementally and fully live by February 2008. The model continues to deliver business benefits. |
West Yorkshire | The force has applied WFM methodology to the high-risk area of Public Protection (managing sex offenders) and the project went live in June 2008. By introducing police staff roles to manage lower risk offenders, the force has been able to divert funding to child protection. |
Wiltshire | As part of a force-wide modernisation programme, there are a range of WFM initiatives in various stages of development including the areas of Intelligence, Public Protection, Custody and Youth Offending Teams. The custody project is about ‘more for more’; the others are intended to release sworn posts for deployment back to the front line. |
