Estate Panel
2. Amongst the matters discussed at the meeting on 16 December were the arrangements for a visit to facilities in Greenwich, Waltham Forest and Barking and Dagenham on 11 January. This included the recently opened Borough Based Custody Centre in Leyton and examples of patrol bases. The Panel was also advised of the outcome of the disposals which are the subject of reports at today’s meeting of the Finance and Resources Committee.
3. The next meeting of the Panel is on 20 January immediately following the Finance and Resources Committee.

4. Amongst the matters considered was a report on the MPS redeployment arrangements which outlined the current redeployment policy and arrangements which have been developed to manage the impact of organisational change on members of staff . A report on the MPS Transport Services Service Improvement Programme was received, which provided an overview of financial costs and efficiency savings. There was also a report on the Specialist Armour National Framework, which examined the evaluation of tender submissions for the national framework.

Comments on a report on the agenda for today’s Finance and Resources Committee
Routine Contracts Programme
5. This report sets out the latest version of the Routine Contracts Programme, which provides members with detail on the contracts above £1m that the MPS wishes to let over the next twelve months on a rolling programme, the details of those contracts let since the last report. The rolling programme covers routine renewals/re-tenders and all known new or emergent requirements. The Sub-Committee supported the recommendations.

Service Improvement Plan
6. This report provided members with information on the progress of the Service Improvement Plan (SIP) portfolio. Many of the key SIP projects will have a major impact on support services across the organisation, ensuring the MPS evolves in a way that continues to provide value for money service within a changing operational and business environment.
7. This was the first such monitoring report and members discussed the form which future reports might take and the appropriate amount of detail to be included. There was also a discussion on how performance in achieving the projected savings could best be monitored by the MPA. It was felt to be important that the Authority was advised, at a high level, of the overall financial position regarding each project and the Resources and Productivity Sub-Committee (reporting on to the Finance and Resources Committee) would appear to be the appropriate forum to do this. However, it would be appropriate for reports on the operational or policy aspects of individual projects to continue to be submitted to the most appropriate committee. For example, reports on TP Development to the Strategic and Operational Policing Committee and recruitment model modernisation to the Human Resources and Remuneration Sub-Committee (reporting on to the Communities, Equalities and People Committee.) The Resources and Productivity Sub-Committee would perhaps have a role in respect of those projects which do not have such a close linkage with a particular committee. The aim would be to have a common reporting template for each project.
Independent Review of MPS IS/IT action plan update
8. In 2010 the Sub-Committee commissioned an independent review of the MPS ICT strategy. The review was considered in June and an action plan was subsequently produced which outlined how the MPA and MPS intended to take forward the 10 recommendations it contained.
9. A report was considered which detailed the progress made. The Sub-Committee noted that there had been good progress in implementing the actions and that these were either largely complete or that the ongoing implementation work would be taken forward either by the Olympic Sub-Committee or the newly established Information Systems and Technology Panel. In this connection the Sub-Committee received the draft Terms of Reference for the Panel and noted that a programme of meetings is being drawn up.
