Part 1

1. Election of Chair

(Agenda item 1)

Resolved that Rachel Whittaker chair this meeting.

2. Sub-Committee Membership

(Agenda item 2)

It was felt that the difficulties in getting a quorum of the existing three Members would be eased if Toby Harris were appointed as a full and voting member of the Sub Committee.

Resolved that the Human Resources Committee be recommended to appoint Toby Harris as a full member of the Sub Committee.

3. Terms of reference

(Agenda item 3)

At its meeting on 8 February, the Authority agreed to the establishment of a Remuneration Sub-Committee, reporting to the Human Resources Committee as its parent committee. Its terms of reference were agreed at the Human Resources Committee on the 15th March 2001. A copy was circulated to members for information.

Resolved that the terms of reference be noted.

4. Exclusion of press and public

(Agenda item 4)

A resolution was put to exclude the press and public from the meeting during agenda items 5 - ‘Senior Civil Staff Pay’, 6 - ‘Fixed Term Appointments’ and 7 - ‘ACPO Remuneration’, as they would be likely to disclose exempt information as described in Schedule 12(a) of the Local Government Act 1972 (as amended) relating to:
Information relating to a particular employee, former employee or applicant to become an employee of, or a particular office-holder, former office holder or applicant to become an office-holder under the authority.

Resolved that the press and public be excluded from the meeting during the agenda items 5, 6 and 7. 

Summary of exempt items

5. Senior civil staff pay

(Agenda item 5)

Members received a report that described proposals to introduce a revised pay management system for senior civil staff posts within the MPS, following a review by Hay Management Consultants. The matter would be discussed further at the next meeting of the Remuneration Sub-Committee.

6. Fixed term appointments

(Agenda item 6)

Members considered the conditions of appointment offered to new ACPO officers at Commander, Deputy Assistant Commissioner and Assistant Commissioner.

7. ACPO remuneration

(Agenda item 7)

Members received a paper concerning the maintenance of the pay differentials.

8. Next meeting

Agreed that the next meeting of the Sub-Committee be held on Thursday, 17 May at 12.30 p.m., subject to Toby Harris’ availability, specifically to consider the issue of senior civil staff pay deferred from this meeting for further information.
