Part 1

12. Election of Deputy Chair

(Agenda item 1)

Resolved that Cecile Lothian be elected Deputy Chair for the remainder of the municipal year.

13. Minutes

(Agenda item 2)

Resolved that the minutes of the meeting held on 11 October 2001 be confirmed and signed as a correct record.

14. ACPO appointments

(Agenda item 4)

The Sub-Committee considered a report by the Clerk outlining the arrangements needed to carry out the Authority’s functions in relation to the appointment of ACPO rank officers. The report contained a number of proposals and discussion points. Members responded to these as follows:

  1. The proposal in paragraph 7 of the report regarding the process for agreeing the number of ACPO positions was accepted
  2. fixed term appointments (FTAs) (para 14) – the Sub-Committee agreed that there should not be a fixed policy of always offering the maximum FTA. It was proposed that for the next round of ACPO appointments the contract period should be left open at the recruitment stage although the panel would need to decide before an offer was made
  3. temporary promotions (para 24 – 27): delete “the immediate subordinate officer” in para 24; it was agreed that temporary promotions be agreed by the Clerk following consultation with Remuneration Sub-Committee members by letter.
  4. Secondment of ACPO officers to other organisation (paras 28 – 31): agreed that the secondment period should be a maximum of three years with two years being the norm
  5. That the Sub-Committee receive a policy statement about the conditions under which retiring ACPO officers can or cannot be re-employed as consultants by the MPS

That Sub-Committee meetings should be arranged for April, July, October and January each year to fit in with the timetable for ACPO appointment decisions.

Resolved – That the procedures for ACPO appointments take account of the Sub-Committee’s decisions as detailed above.

15. Remuneration of the Clerk and Treasurer of the MPA

(Agenda item 3)

The Sub-Committee considered a report by the MPA’s Head of Human Resources and Professional Standards proposing a process for considering the remuneration of these two officers.

Resolved – That the process outlined in paragraphs 9 to 11 of the report be adopted for the pay progression of the Authority’s Clerk and Treasurer.

16. Exclusion of press and public

(Agenda item 5)

Resolved that the press and public be excluded from the meeting during discussion of the following items because exempt information as defined in paragraph 1 of Schedule 12A of the Local Government Act 1972 is likely to be made known.

Summary of exempt items

17. Review of the property services department

(Agenda item 7)

The Sub-Committee considered a report proposing action following a review of the MPS Property Services Department.

Resolved – That the recommendations to the report be approved.

18. Senior civil staff pay review

(Agenda item 6)

The Sub-Committee considered a report by the Commissioner proposing retrospective pay awards for some senior members of the civil staff, based on last year’s performance.

Resolved – 

  1. That the recommendations to the report be agreed; and
  2. That the MPS copy to the Chair and the Clerk details of the specific objectives that these staff were measured against and will be for the coming year. The Clerk should also be given sight of their contracts.

19. Recruitment of ACPO Officers

(Agenda item 8)

The Sub-Committee noted two reports relating to the 2001 recruitment process.
The MPS were asked to report to the next meeting of the Sub-Committee on the rationale for some posts being appointed at Deputy Assistant Commissioner level rather than at Commander level.

20. Fixed term appointments and other ACPO conditions of service

The Sub-Committee considered some issues around fixed term appointments and also some tabled requests relating to individual ACPO officers.

Resolved - 

  1. that the action taken by the Clerk in respect of two fixed term appointments be noted and a report presented to the next meeting of the Sub-Committee on the process to be adopted in respect of two other FTAs which are coming up for review;
  2. that a request to vary the basis of a car allowance be deferred to the next meeting to enable a report to be prepared on the implications of this request; and
  3. that information on action taken in extending the provision of housing accommodation in two cases be noted.

The meeting ended at 4.45 p.m.
