Summary
The attached copy of the MPA Internal Audit Final Report on Arrangements and Allowances to ACPO Ranks issued on 30 April 2004 is distributed to members of the Remuneration Sub Committee for information only.
Our overall opinion is that adequate controls are not in place to meet all the objectives of the system for the remuneration and allowances paid to ACPO ranks and controls are not being consistently applied.
A. Recommendations
That the Sub-committee receives the attached MPA Final Internal Audit Report for information.

2. Members were informed of the Internal Audit review at the 30 January 2003 Remuneration Sub-Committee meeting. In summary, we reviewed the adequacy of the system for the pay and allowances for ACPO ranks who have been in post since the formation of the MPA. Arrangements in respect of officially provided cars and provision of temporary police accommodation were also reviewed.
3. The MPA has a statutory responsibility for setting and approving the terms and conditions, including allowances and benefits in kind, that are given to ACPO rank officers within the MPS. Terms and conditions for the Commissioner and Deputy Commissioner are set separately by the Home Office but were included in our audit as the MPA and the MPS are responsible for applying the arrangements.
4. We concluded that the control framework in place for the arrangements for remuneration and allowances to ACPO ranks needs to be improved before an adequate level of control is achieved.
5. Management have accepted all 26 recommendations. We will be following up the audit in about twelve months to ensure that the agreed recommendations have been implemented effectively.
C. Race and equality impact
6. A number of issues highlighted by our audit indicate that not all ACPO ranks have been treated equally. A number of ACPO ranks at the MPS have also received benefits that are not available to other ACPO ranks in the police and that are not covered by either the Police Regulations or MPA approval. No specific race related issues were identified.
D. Financial implications
7. The MPA decision on how ACPO ranks in the MPS will be remunerated and rewarded in the future may have a financial implication.
