Summary
This is a brief update on the current position in respect of likely ACPO recruitment for the forthcoming financial year 2008-09.
A. Recommendations
That the MPA notes the report in respect of ACPO recruitment 2008-09.
B. Supporting information
1. As part of the planning process for 2008-09, Sounding Board has considered the likely requirements for ACPO rank recruitment in 2008-09. As always, the position is, of necessity, fluid because officers have a great deal of discretion in respect of their careers and the timing of their retirement once they have completed 30 years’ service.
2. This, coupled with a restructuring of Management Board portfolios, means that this report may need to be updated at each meeting. Following discussion at Sounding Board, which was supplemented for this discussion by the contribution of Richard Barnes, there was general endorsement for the following proposals:
- to relocate the Directorate of Professional Standards and Directorate of Legal Services in the Deputy Commissioner’s Command;
- to relocate the July Review Group to Specialist Crime Directorate
- to move the Metcall Central Command Complex to Territorial Policing
- to bring forward a paper to the MPA with proposals for an Olympics Command, including if this required an Assistant Commissioner.
3. There was a need for more discussion around the other proposals and some assessment of risks, particularly around the issue of resilience. It was agreed this restructuring was an iterative process. However, the overall intention was that there should not be more than five Assistant Commissioners.
4. For the purposes of this report, the only likely impact is the possibility of an Assistant Commissioner selection process in late autumn. This would be open to existing Assistant Commissioners, Chief Constables, Deputy Assistant Commissioners and Deputy Chief Constables.
