ACPO ranks overseas travel

Summary

This report provides information on all ACPO overseas travel for the period April 2008 to March 2009 and confirms that Business Groups have the necessary administrative arrangements in place to record data on ACPO overseas travel arrangements and costs.

Background

1. The Director of Human Resources issued a note in July 2006 to all MPS Management Board members making clear that:

  1. All Management Board overseas travel must be authorised by the Commissioner and Deputy Commissioner.
  2. All other overseas travel – including that for other ACPO and senior police staff should be authorised by the appropriate Management Board lead; and
  3. it is for Management Board to make the detailed administrative arrangements in their business group to ensure that (b) occurs.

2. At the meeting of the Remuneration Sub-Committee on 21 February 2008 it was agreed that all members of Management Board would put in place detailed administrative arrangements in respect of overseas travel for all ACPO officers to ensure compliance with the guidance.

3. It was also agreed that a 3-monthly report would be produced detailing all ACPO overseas travel and this would be circulated to the Chief Executive of the MPA for information.

Update

4. The Committee last considered on 19 September 2008 a report which covered travel for the period May to July 2008 and The Director of Human Resources confirmed then that effective arrangements and processes had been put in place for authorisation of overseas travel in line with the foregoing.

5. Attached at exempt Annex 1 is a report detailing overseas travel for the period April 2008 – March 2009 for Members to note.

6. To date, there have been no issues or concerns identified in respect of funding or resilience from any Business Groups.
