Summary
The attached report sets out appropriate considerations in deciding where the MPA offices should move to before the current lease on Romney House expires. A decision on location is required before a limited search can be conducted for suitable temporary offices.
A. Recommendation
Members are asked to determine the preferred location for the MPA offices for a temporary period from July 2002 (or sooner).
B. Supporting information
1. The Finance Planning and Best Value Committee considered the attached report (Appendix 1) at its meeting on 17 April 2001. The Committee agreed the three stage process for determining the MPA's future accommodation as set out in paragraphs 7-9. The Committee felt it inappropriate to offer any advice as to the preferred location.
2. The report explains the urgency about the MPA vacating Romney House by July 2002 at the latest. It is essential for the Authority to indicate the location(s) where it is prepared to consider options for a temporary move of 3-5 years.
3. The report sets out the advantages and disadvantages of alternative locations in the Victoria area convenient for New Scotland Yard, or the London Bridge area convenient for the GLA headquarters. Given the short timescales, and the proposed temporary nature of the immediate move, location may in practice have to be compromised at this stage. One specific area for compromise might be to detach the requirement for public meeting rooms, which could be largely met by use of the GLA facilities, from the location of the MPA offices.
4. Once a decision about location has been made we will engage the MPS Property Services Department to find appropriate accommodation for detailed evaluation and approval by the Finance Planning and Best Value Committee.
