Summary

The paper seeks agreement from members on the outstanding targets and measures that will support the objectives in the annual plan. It will be supplemented by a later attachment that will be circulated to members following the Co-ordination and Policing informal meeting on 21 February.

A. Recommendations

That:

  1. 1. Members note that the outstanding targets and measures will have been debated at the Co-ordination and Policing meeting on 21 February
  2. 2. Members agree the complete set of targets and measures including those that were not accepted at the January full authority meeting (details to follow in a later attachment)
  3. 3. Members note the key activities under each objective that will deliver the relevant targets and measures (also contained in later attachment)

B. Supporting information

Background

1. At January’s full authority meeting the complete set of objectives proposed by the MPS was accepted by members. Members also agreed the targets and measures supporting eight of the objectives under Priorities for Londoners and two of the objectives supporting Priorities for Excellence.

2. Following the last authority the MPS has taken the opportunity to review those targets and measures that were previously proposed but were not accepted by members. These are now being re-submitted with revised targets as appropriate, together with those that are being proposed to the authority for the first time, as a ‘phase 2’ submission. These will be circulated to members as a later attachment to be read in conjunction with this paper.

Process for agreeing the targets and measures

3. In order to facilitate a more informed debate at the full authority it was suggested by Planning Panel that the MPS should initially present the proposed ‘phase 2’ submission at the informal session of the Co-ordination and Policing meeting on 21 February. This will enable members to discuss the proposals and recommend any changes that they would like to see before the formal submission is considered at the full authority.

4. This paper is thus being completed before the Co-ordination & Policing meeting and hence does not contain details of any targets and measures, which are still under development. The purpose of the paper is therefore to:

  • advise members of the process being used to establish the most appropriate targets and measures supporting each objective, and
  • inform members when they can expect to see the final product

Once the Co-ordination and Policing meeting has taken place the MPS will make any necessary changes to the targets and measures.

5. A covering attachment will be prepared for this full authority summarising the content of the ‘phase 2’ submission, and supported by a completed template for each target and measure (there may be more than one target and measure under an objective). Those targets and measures that have already been agreed will be clearly marked but the templates will contain additional information in many cases about the key activities that will help to deliver those targets. The covering attachment should be read in conjunction with this paper to provide the full picture.

6. At Appendix 1 is a complete list of the objectives, which have been re-numbered from 1 to 27 to avoid any confusion. Objectives shown in bold indicate those which will form the ‘phase 2’ submission where targets and measures are still to be agreed and where we are seeking agreement at this full authority.

7. The targets for street crime, burglary and autocrime have been derived from a bespoke target setting process. A breakdown by BOCU, that forms the basis of these corporate targets, has been submitted in accordance with a request made at January’s full authority meeting. This has been forwarded separately.

Next steps

8. The next stages in the annual planning process are:

  • February 21 Co-ordination and Policing forum considers ‘phase 2’ targets & measures
  • February 27 Full authority gives final approval to targets and measures
  • March 13 Planning & Performance Review Committee considers draft plan
  • March 27 Full authority approves final plan

C. Equality and diversity implications

Development of the MPS’s approach will be included among the key activities underpinning the diversity and hate crime objectives. There will be more detail provided on the templates supporting the later covering paper.

D. Financial implications

There are no specific financial implications arising from these proposals, although the development of the objectives and targets will determine in broad terms how the MPS proposes to use its resources in the coming year.
