Policing and Performance Plan 2004/05: proposed objectives and measures

Summary

This paper sets out a number of proposed amendments to both the Objectives and Measures to be included in the 2003/04 Policing & Performance Plan.

A. Recommendations

That:

1. Members agree the proposal to amend items contained in the paper at item 7 on the agenda
2. Members note the proposed Business Group key objectives provided for information as requested at COP.

B. Supporting information

Objectives

1. This paper sets out the proposed amendments to objectives and measures to be included in the 2004/05 Policing & Performance Plan.

2. The measures supporting the objectives were discussed at Co-ordination and Policing Committee on 23 January when the MPS were asked to address a number of points. As a result of observations made by members, revisions have now been made to some (appendix 1) objectives and measures. Further explanation is provided as follows:

Objective 1

3. The terminology in a supporting measure has now been amended to address the members concern that the term ‘rainbow patrol’ would be unclear to members of the public.

Objective 3

4. Members questioned why it was necessary to include the ethnicity of victims of gun-enabled crime as a measure. This can be explained by the fact that the measure has been introduced nationally by the Home Office to underpin a greater emphasis on fairness and equality issues by determining what, if any, ethnic groups experience a differential impact as a result of gun crime.

Objective 6

5. Members made a number of observations around local Borough issues, how these were to be incorporated into corporate priorities and the ‘quality assurance’ role of members in this process. These matters have been taken on board and are currently being progressed and developed as ‘bottom up’ planning is completed. They will be further addressed in an MPS item on the agenda at the forthcoming PPRC meeting on 12 February.

Objective 9

6. Members were concerned that insufficient importance was placed on Child Protection in the priorities. This has been addressed in the revised wording, which now places significant emphasis on Child Protection.

7. Members are asked to include these updated proposals when agreeing recommendations in the papers at item 7 on the agenda.

Business Group key objectives

8. At the Co-ordination and Policing Committee on 23 January, members expressed their desire to see the Business Group key objectives in order to put into context the proposed corporate priority objectives; in particular a member at COP requested that the HR sub-committee consider the Business Group key objectives. This matter is being addressed by inviting HR sub-committee members to work with HR Directorate in order to prepare the emerging business plan for presentation to HRC on the 4 March. A copy of proposed Business Group key objectives is attached at appendix 2.

9. Members are asked to agree the Business Group key objectives as proposed.

10. The following timetable is proposed:

• February 12 Performance, Planning and Review Committee to consider targets
• February 26 Full Authority considers targets and measures proposed by MPS
• March 25 Full Authority considers targets and measures proposed by MPS

C. Equality and diversity implications

Development of the MPS’s approach to diversity is included among the objectives within Appendix 1 & 2 of this paper.

D. Financial implications

There are no specific financial implications arising from these proposals, although the development of the objectives and targets will determine in broad terms how the MPS proposes to use its resources in the coming year.

Proposed amendments to corporate objectives and measures

Objective 1

To minimise the risk to life and property from terrorist activity in London

Measures:

• Number of quality intelligence reports submitted
• Number of Counter Terrorist security deployments

Objective 9

To recognise and respond appropriately to the differential impact of crime on people taking into account their race, gender, sexual orientation, faith, age or disability and to safeguard Children and Young Persons from physical and sexual abuse
