Summary

This report proposes the appointment of a co-opted member to the Corporate Governance Committee for 2004/05.

A. Recommendation

1. the Corporate Governance Committee approves the nomination of Richard Stephenson as a co-opted member of the Committee; and

2. the Authority ratifies the recommendation of the Corporate Governance Committee to appoint Richard Stephenson as a co-opted member of that Committee.

B. Supporting information

1. The Authority is responsible for making appointments of co-opted members for 2004/05, on recommendation from the relevant committee (Standing Order 1.8.1). At its meeting on 16 February 2004 the former Health and Safety Sub-Committee resolved that officers should identify up to two people, qualified and experienced in health and safety matters, who were suitable to be co-opted as members.

2. Richard Stephenson has been identified as a suitable candidate. As the Group Director of HSE for Transport for London, he has responsibility for developing strategy and policy in consultation with the Business HSE teams and senior management. He advises the TfL Commissioner and Board and on the assurance given by MDs regarding delivery of HSE accountabilities and provides support to the TfL Board Safety, Health and Environment Committee. He acts as the Head of HSE profession at TfL, including assisting MDs in developing and leading initiatives to continuously improve the TfL-wide HSE community. Prior to this he managed Shell’s global HSE Strategy with responsibility for corporate HSE planning, global HSE performance and assurance reporting and HSE communications.

3. This appointment relates specifically to the health & safety role of the Corporate Governance Committee rather than its audit and risk management functions. Although not a statutory requirement, MPA co-opted members are expected to abide by the Member Code of Conduct. The protocol on member / officer relations also states that co-opted members have no right to confidential reports being considered by the committee of which they are a member. Their access to these reports is decided on a case-by-case basis.

C. Race and equality impact

The appointment of co-opted members to these committees’ enables them include representation from a range of groups including those under-represented amongst the membership of the Authority. In this case, the opportunity for appointment was open to everyone in the Greater London Authority family who volunteered.
