Summary

Until such time as the Police Reform and Social Responsibility Bill is enacted, the Authority is operating as business as usual. Therefore, the Authority is required to hold an annual meeting and this will be held in June.

This report asks the Authority to agree that until such time as the Bill is enacted at the annual meeting in addition to its committee structure, membership of committees and other appointments also remain unchanged.

A. Recommendations

That

1. the current committee structure be confirmed; and
2. at the annual meeting in June it be recommended that chairs and membership of committees and sub-committees and other appointments remain unchanged.

B. Supporting information

1. Until such time as the Police Reform and Social Responsibility Bill is enacted, the Authority is operating as business as usual. Therefore, the Authority is required to hold an annual meeting and this will be held in June. The Authority is asked to decide whether it wishes to continue with or amend its committee structure so that nominations for committee membership can be invited in time for the June Annual Meeting.

2. The current committee structure has been in place since October 2008 and was aimed at adopting a more strategic approach to its oversight of the MPS and the setting of policy priorities. This structure is attached as Appendix 1.

3. In light of the Police Reform and Social Responsibility Bill and the proposal to abolish the Authority by October 2011, the Authority is asked to retain the current committee structure.

4. Should there be a delay in the enactment of the Bill then there could be an option for the Authority to review the structure at a later stage.

5. If members agree not to amend the current structure, it is also suggested that at the annual meeting of the Authority in June it be recommended that Chairs of committees/sub committees, committee/sub-committee membership and other appointments also remain unchanged.

C. Other organisational and community implications

1. Equalities Impact

1.1 This committee structure aims to integrate equalities and diversity responsibilities in the work of the Communities, Equalities and People Committee and it is anticipated that greater focus will be achieved through a dedicated sub-committee. The other committees will also continue to be responsible for equalities and diversity issues within their areas of work.

2.1 There are no specific implications, but Met Forward Two will continue to reported through committees to members.
