13. Minutes: Olympics / Paralympics Sub-committee (part 1) - 22 January 2009
(Agenda item 3)
Members considered the minutes of the above meeting. It was agreed that minute 9, agenda item 5, should read: ‘Members received a report, appendix 1 which detailed the 2012 Olympic and Paralympic Safety and Security Strategy, a Home Office document. Members were concerned about the potential impact of this report on core policing and agreed to discuss this further once plans were further developed.’
Resolved – That the minutes of the Olympics / Paralympics Sub Committee (Part 1) held on 22 January 2009 be agreed and be signed as a correct record subject to the change outlined above.
4. Exclusion of press and public
(Agenda item 4)
A resolution was put to exclude the press and public from the meeting during remaining items on the agenda as they were likely to disclose exempt information as described in Schedule 12(a) of the Local Government Act 1972, paragraph 3.
Resolved - That the press and public be excluded from the meeting during discussion of the remaining items on the agenda

15. Key implications for the MPS and London arising out of security and safety approach to the Olympic and Paralympic London 2012 Games
(Agenda item 5)
The T/AC, Central Operations, introduced a report presenting:
- the programme structure and governance arrangements for the Olympic Safety and Security Programme established to deliver the 2012 Olympic and Paralympic Safety and Security Strategy;
- the operating model that was being developed to commission project delivery to the MPS; and
- an analysis of strategic planning assumptions, risk, financial and legal implications.
Members asked about the implications of raising (and reducing) the security level of the country at the time of the Olympics and about public order events taking place around the time of the Olympics. Members were informed that the London Organising Committee of the Olympic and Paralympic Games (LOCOG) was responsible for security inside a security cordon which will surround the Olympic park. LOCOG also have security responsibility for all other venues used for the Olympics outside the Park. The MPS is responsible for securing the perimeter of the park and for the supervision of LOCOG security staff manning the entrances. It will do this using a range of measures including lighting, CCTV, dog patrols etc. Any police assistance inside the venues would have to be paid for by LOCOG. The Chair was concerned that this sum had not been formally agreed by LOCOG and stated that the MPA should be represented at meetings when this matter is discussed.
The recommendations in the report were agreed, but members agreed to consider further whether or not the financial reporting process outlined within the financial implications section of the report is appropriate or if a different system needs to be established. It was further agreed that the MPA would decide which MPA Committee would authorise Olympic expenditure.
16. Minutes: Olympics / Paralympics Sub-committee (part 2) - 22 January 2009
(Agenda item 6)
Members agreed the minutes (part 2) of the above meeting. Members asked how the Chair, who had attended many meetings about the policing of the Olympics/Paralympics, was going to brief her fellow Sub Committee members. The Head of Oversight and Review stated that briefing notes would be produced for members on Government meetings and that there would be a briefing for all members on the Olympics and Paralympics in September or October.
