Minutes of the Olympics/Paralympics Sub-committee of the Metropolitan Police Authority held on 15 October 2009 at 10 Dean Farrar Street, London SW1H 0NY.

8.1 Apologies for absence were received from Jennette Arnold (Vice Chair), Toby Harris, Kirsten Hearn and Neil Johnson.
9. Declarations of interests

9.1 No declarations of interest were declared.
10. Minutes: Olympics / Paralympics sub-committee – 10 September 2009 (Part 1)

10.1 Members considered the minutes of the above meeting.
10.2 The AC, Central Operations & Olympics provided an oral update on the Gateway Review. At an earlier meeting red and amber items had been reported, now all the items were amber. The AC added that the team of the Commander, Olympic Policing Co-ordination was now co- located with the Olympics Programme Team in Canary Wharf and the benefits of this were now being seen.
10.3 Members were informed that work was continuing with the National Policing Improvement Agency over Airwave for additional infrastructure in and out of London. In answer to questions from members, the Chair stated that she had attended meetings on Airwave and now understood the issues surrounding it. She added that it had worked effectively during the policing of the Notting Hill Carnival. The AC, Central Operations & Olympics agreed. Victoria Borwick, Chair of the Civil Liberties Panel, stated that communications problems were a constant issue for the Panel.
10.4 It was noted that the Deputy Chair of the MPA and the sub-committee Chair had fed comments into a paper going to the Home Office. They reserved the right to request more funding if police numbers were to decline due to cuts in Home Office funding as current Olympic planning was predicated on police numbers remaining the same.
10.5 The Chair asked officers to consider whether ‘matters arising’ could be added to future agendas for this Sub-committee.
Resolved – That
- the minutes of the Olympics / Paralympics sub-committee (Part 1) held on 10 September 2009 be agreed and be signed as a correct record; and
- the oral update be received.
11. MPS 2012 Games Disability Focus Forum
11.1 A report was received outlining proposals for ensuring that disability is effectively considered in MPS planning for the policing of the Olympic and Paralympic Games. It proposed the establishment of a Disability Focus Forum to aid the London Olympics Operational Planning team.
11.2 The Chair asked how many members of the Disability Focus Forum are disabled. The Cdr, Olympic Policing Co-ordination undertook to come back with a response. Members sought reassurance that the Forum was not just a sop to the disabled and could be irrelevant. The AC, Central Operations and Olympics, assured them that it is relevant and that it is feeding directly into delivery plans.
11.3 It was agreed that the recommendation should be changed from “the proposal for the establishment of the Disability Focus Forum and its terms of reference be noted” to “members comment on the plans”.
Resolved – That
- members comment on the plans; and
- a briefing note be received informing members how many of the Forum are disabled.
12. Exclusion of press and public
(Agenda item 5)
12.1 A resolution was put to exclude the press and public from the meeting during remaining items on the agenda as they were likely to disclose exempt information as described in Schedule 12(a) of the Local Government Act 1972, paragraph 3.
Resolved - That the press and public be excluded from the meeting during discussion of the remaining items on the agenda.

13. Development of MPS governance and scrutiny arrangements in relation to the Olympic and Paralympic Games

13.1. The sub-committee received a report updating members on the internal MPS governance and scrutiny processes. The report builds upon two reports received in September which informed members of the establishment of the Olympics Policing Co-ordination team and which outlined a process for the MPA to scrutinise and approve Olympics business cases. The current report informed members of the aligned ownership of those service delivery projects commissioned to MPS / ACPO as Delivery Co-ordination Partner and the formalised terms of reference and accountability levels, including business case approvals, for a monthly Olympics Strategic Co-ordination Meeting under the chairmanship of AC Olympics & Olympics.

15.1 The minutes (Part 2) were agreed and be signed as a correct record.
(Secretary’s note: The meeting was inquorate until item 7. When a quorum was achieved, previous recommendations were ratified.)
