50. Apologies for absence
(Agenda item 1)
Apologies were received from Anthony Arbour, Reshard Auladin (Chair), Cindy Butts, Damien Hockney, Aneeta Prem, John Roberts, Jenny Jones and Richard Sumray. In the absence of the Chair, his Deputy initially chaired the meeting.
51. Declarations of interests
(Agenda item 2)
Rachel Whitaker declared that as link members for Westminster she had a personal though not prejudicial interest in the case to be considered at agenda item 6. The Head of Professional Standards informed members that the solicitor acting on behalf of the complainants in the cases had, with no disrespect to the individual member, requested that Rachel Whittaker withdraw from any consideration of his clients' complaints against two ACPO officers. The reasons cited were that it would be in the interests, and in the appearance, of fairness that she withdrew from any consideration of the complaints. The solicitor also suggested that as link member of the borough concerned she would have been privy to information that may prejudice her judgment of the public interest. Rachel Whittaker stated she had learnt more from the report concerning the complaint than as link member, but nevertheless withdrew from the meeting for item 6, because of her personal, but not prejudicial interest in the matter to be considered.
Resolved – That declarations of interest be received.

Resolved - That the minutes of the Professional Standards Cases Sub Committee (Part 1): 14 December 2006 and 15 January 2007 be confirmed and signed as a correct record.
53. Exclusion of press and public
(Agenda item 4)
A resolution was put to exclude the press and public from the meeting during the remaining agenda item as it would be likely to disclose exempt information as described in Part 1, Schedule 12A of the Local Government Act 1972 (as amended).
Resolved – That the press and public be excluded from the meeting during the remaining agenda items.

Approval of the minutes for the 14 December 2006 and 15 January 2007 (part 2) were as deferred to the next meeting as an amendation was suggested to the minutes of 14 December and a page had been omitted from the printed version, provided to members, of the minutes of 15 January 2007.
55. Police Reform Act 2002
(Agenda item 6)
Karim Murji was appointed Chair for this agenda item.
Complaints 1 to 2 and 4 to 8, as outlined in appendix 1 of the report were voluntary referred to the IPCC for investigation. Complaint 3 was not recorded.
