63. Apologies for absence

Apologies were received from, Reshard Auladin (Chair), Damien Hockney Elizabeth Howlett, Richard Sumray (members) and Rachel Whittaker (Deputy Chair). In the absence of the Chair and Deputy Chair, the Sub Committee appointed Cindy Butts to chair this meeting.

66. Exclusion of press and public

A resolution was put to exclude the press and public from the meeting during the remaining agenda item as it would be likely to disclose exempt information as described in Part 1, Schedule 12A of the Local Government Act 1972 (as amended).

Resolved – That the press and public be excluded from the meeting during the remaining agenda items.

(Agenda item 5)

The Head of Professional Standards felt the minute at item 5 did not fully express the point she was trying to make. It was agreed that the minutes would be resubmitted to the next meeting of the Sub Committee.

68. Police Pensions Regulations 1987 - application for certificate

(Agenda item 6)

Members agreed that the ex officer’s offence was committed in connection with his service as a police officer. They agreed that although the offence was not injurious to the State that it did lead to loss of confidence in the police service. It was therefore agreed that application should be made to the Home Secretary for a certificate of forfeiture.

69. Additional oral items

(Agenda item 7)

In February, the Sub Committee had agreed that the complaints made by members of the public against two ACPO officers be recorded and referred to IPCC. The IPCC had concluded that the complaints related to direction and control and had referred them back to the MPA. The Deputy Chief Executive and Solicitor to the Authority stated there was no action to be taken in relation to the officers’ conduct, but there might be matters for the Sub Committee to consider in relation to standards of service. Members agreed to receive a report at the next meeting.
