Briefing note for the Professional Standards Cases Sub-committee- 29 July 2010

Actions taken since the briefing of 28 June 2010

1. An initial Equality Impact Assessment has been carried out of the draft Protocol on Dip Sampling subject to approval by the Policy Development Officer.

1.1 An issue that has arisen as a consequence of this assessment is whether the term “Dip Sampling Protocol” is meaningful to members of the public. An alternative suggestion is:

“A Protocol for the reviewing of closed complaint and conduct files”.

1.2 If members consider and agree that an alternative term to dip sampling should be used, then the draft Protocol will have to be amended.

1.2 Draft checklists have been prepared for members’ comments and approval. See attached.

1.3 An ad hoc sample of files has been reviewed and the findings are presented under Part 2, as they are exempt by virtue of Schedule 12A of the Local Government Act 1972. Members are requested to provide comments on the findings.

Further actions

2. A meeting to be arranged between Professional Standards Unit and DPS to discuss the draft Protocol on Dip Sampling, the checklist and how DPS will respond to the findings of dip sampling.

2.1 Request DPS to attend and brief the Sub-committee on their procedures for dealing with complaints.

2.2 Members are asked to provide their views regarding the frequency of dip sampling and reporting to the Sub-committee and the themes that are to be dip sampled.

2.3 Future dip sampling agenda items will be in report form.

2.4 Completed Equality Impact Assessment will be submitted to the Sub-committee for their consideration.
