Independent review of MPS IS/IT strategy – action plan update

Summary

This report updates the Sub-committee on progress in implementing the action plan to take forward the recommendations included in the independent review of the MPS ICT strategy.

A. Recommendations

That members

  1. Note the progress in implementing the action plan produced in response to the independent review of the MPS ICT strategy.
  2. Agree that future update reports are no longer required given progress made in implementing the action plan.

B. Supporting information

1. Last year the Resources and Productivity Sub-committee commissioned an independent review of the MPS ICT strategy. The review is now complete and a report outlining the findings was discussed at Resources and Productivity Sub-committee on 10 June 2010.

2. The review included 10 recommendations ranging from clearly mapping out capital investments proposals to consideration of streamlining the approvals process for investment, with the key recommendation relating to the need to update the existing IS/IT strategy. An action plan was subsequently produced outlining how the Authority and Service intend to take forward the various recommendations. This was approved by the Sub-committee in July 2010.

3. Good progress has been made in implementing the various actions since they were approved in July 2010 as highlighted in the updated action plan attached at Appendix 1 for members information.

4. Members are asked to consider whether future reports are required given progress made in implementing the action plan.

Information Systems and Technology Panel

Draft Terms of Reference

Purpose

To enable Members of the Metropolitan Police Authority to have effective oversight of information systems and technology developments both within the Metropolitan Police Service and on a national basis.

The panel will be a standing panel and will meet as the need arises and in line with a workplan agreed by an initial meeting of the panel.

Membership

  • Members
  • Relevant officers within the Metropolitan Police Authority and Metropolitan Police Service.

Objectives

To enable members to develop a clear understanding of key information systems and technology developments within the Metropolitan Police Service. And on a national basis.

To monitor implementation of the MPS Information Systems and Technology Strategy thereby increasing visibility, understanding and accountability.

To provide effective oversight of the Directorate of Information’s capital programme.

To act as a sounding board enabling the Director of Information to discuss information technology and systems related issues prior to formal consideration at Committee.

To ensure Met Forward’s objective to deliver savings and productivity gains through better use of technology is delivered.

To provide reports to Finance and Resources Committee, updating them on progress being made against the panel’s workplan.
