Summary

This report proposes a basis for the remuneration of those persons appointed to the membership of the Race and Faith Inquiry Panel.

A. Recommendation

That

  1. the external members of the Race and Faith Inquiry be paid a sum of £5,000 per member for their work on the Inquiry; and
  2. a further report be put to committee in due course proposing a policy on when it would be appropriate to remunerate MPA members over and above their allowance.

B. Supporting information

1. At its meeting on 27 November the Authority is being recommended to endorse the terms of reference of the MPA’s Race and Faith Inquiry. This inquiry will be carried out by a small panel comprising MPA member Cindy Butts and several external experts.

2. The inquiry will start in early December and it is expected to report to the Authority at the end of May 2009. Particularly given the comparatively tight timescale, this will be an intensive piece of work for the panel members and it is only reasonable to consider appropriate remuneration. With regard to the external experts a sum of £5,000 is proposed. This is based on a broad estimate that those panel members will need to devote up to one day a week to the inquiry for up to six months - £5000 broadly equates pro rata to the MPA’s remuneration of its independent members (£18,654 basic allowance a year, based mainly on an assumption of two days a week).

3. It is proposed that further thought be given to the position of Cindy Butts as Chair of the Panel. She is already remunerated as an MPA Committee Chair but chairing this inquiry will be a significant additional commitment. However, other MPA members can be asked to carry out similar roles and it is important therefore that the MPA develops a consistent approach to deciding when an additional payment is or is not appropriate. It is proposed that a further report be made to committee on this in due course.
