Summary

This report details the indicators that will feature in monthly Headline Performance Reports throughout 2009/10. Continuing the style of previous reports, 2009/10 reports will comprise two sections: Critical Performance Areas – highlighting the ‘vital few’ corporate indicators; and Other Corporate Policing Plan Indicators.

That members approve the Headline Performance Report Proforma for 2009/10.

Introduction

1. The move from one financial year and MPS Policing London Business Plan [Policing Plan] to another necessitates changes to the suite of corporate measures and associated targets reported to the MPA. This paper details the corporate measures and targets that will feature within the regular Headline Performance Reports presented to the MPA Strategic and Operational Policing Committee throughout 2009/10.

2. Continuing the broad style of previous reports, the 2009/10 Headline Performance Report will comprise two sections:

• 'Critical Performance Areas' [CPAs] - the corporate ‘critical few’ measures highlighted in the Policing Plan (Appendix 1)
• Other Corporate Policing Plan Indicators – all non-CPA corporate level indicators featured in the Policing Plan (Appendix 2)

3. Reflecting a change in government policy first highlighted in the Green Paper “From the neighbourhood to the national: policing our communities together” – for 2009/10 there is only one designated Statutory Performance Indicator [SPI] – the new confidence measure “% people who agree that the police and local council are dealing with the anti-social behaviour and crime issues that matter in their area”. No other measures carry a designated SPI status.

4. The Headline Performance Report does not report performance against measures noted in the Policing Plan as under development, being baselined or without targets for 2009/10. Similarly, where business groups identified measures in their individual business plans as appropriate for tracking at business group rather than corporate level these have been excluded from the corporate measures featured in the Headline Performance Report.

Critical Performance Areas (Appendix 1)

5. Colour Coding: The colour coding reflects the broad themes introduced within the Policing Plan:

• Confidence
• Safety
• Continuous improvement.

6. Measures References [left hand column]: New measure references have been introduced to reflect the primacy of the new confidence measure and provide a sequential and coherent structure for all future reports. For reference purposes, the proforma includes both the new references and the references assigned within the Policing Plan.

7. Offences Brought to Justice [OBTJs]: In all instances where OBTJs are referred to, Sanction Detection measures have been used as a proxy. This is a practical solution to overcome the current absence of OBTJ data from Crown Courts across London broken down by crime type. Within the CPAs, this impacts upon the following measures:

• 3c Percentage of Most Serious Violence offences brought to justice [Policing Plan ref: CPA 6c]
• 3d Percentage of serious sexual offences brought to justice [Policing Plan ref: CPA 7a]
• 4d The number of offences brought to justice for Class A Drug Trafficking [Policing Plan ref: CPA 10b]

10. Offences Brought to Justice [OBTJs]: Sanction Detections have been used as a proxy for OBTJs for corporate measure 17 ‘Percentage of serious acquisitive offences brought to justice’.

C. Race and equality impact

Implications of performance against individual targets are considered in in-depth performance reports throughout the year. This report notes exceptions in strategic disproportionality indicators where applicable.

D. Financial implications

The content of this report raises no additional financial implications beyond forecasts and estimates previously presented to the authority.
