Summary

This report contains a summary of reports received by the sub-committees of Strategic and Operational Policing Committee.

A. Recommendation

That members note the report.

B. Supporting information

1. At each meeting of the Strategic and Operational Policing Committee Authority members will receive a report on its sub-committees instead of the minutes. Part 1 minutes will be available on the website, and exempt part 2 minutes are available to members only, on request.

2. This report covers the following meeting:

• Olympics / Paralympics sub-committee - 22 January 2009
  There were no meetings of the Counter-Terrorism and Protective Services Sub-Committee and the minutes of the Professional Standards Cases sub-committee on 20 April 2009 have yet to be agreed.

Key implications for the MPS and London arising out of security and safety approach to the Olympic and Paralympic London 2012 Games (exempt)
3. The T/AC, Central Operations, introduced a report presenting:

• the programme structure and governance arrangements for the Olympic Safety and Security Programme established to deliver the 2012 Olympic and Paralympic Safety and Security Strategy;
• the operating model that would be in place to commission project delivery to the MPS; and
• an analysis of strategic planning assumptions, risk, financial and legal implications.

Members asked about the implications of raising (and reducing) the security level of the country at the time of the Olympics and about public order events taking place around the time of the Olympics. Members were informed that the London Organising Committee of the Olympic and Paralympic Games (LOCOG) are responsible for security inside a security cordon which will surround the Olympic Park. LOCOG also have security responsibility for all other venues used for the Olympics outside the Park. The MPS is responsible for securing the perimeter of the park and for the supervision of LOCOG security staff manning the entrances. It will do this using a range of measures including lighting, CCTV, dog patrols etc. Any police assistance inside the venues should be paid for by LOCOG.
