B. Supporting information
1. At each meeting of the Strategic and Operational Policing Committee Members will receive a report on its sub-committees instead of the minutes. Part 1 minutes will be available on the website, and exempt part 2 minutes are available to Members only, upon request.
2. This report covers the following meetings:
- Professional Standards Cases Sub-committee on 6 September 2010 (paragraph 3).
- Counter Terrorism and Protective Services Sub-committee on 6 September 2010 (paragraph 4).
- Olympic and Paralympic Sub-committee on 16 September 2010 (paragraph 5).
- Olympic and Paralympic Sub-committee on 7 October 2010 (paragraph 6).
3. Professional Standards Cases Sub-committee on 6 September 2010
Members present: Tony Arbour, James Cleverly and Chris Boothman.
Summary of exempt items
- Police Regulations 2003 – Business Interest Appeal.
- Police Pensions Regulations 1987 – Application for a Certificate of Forfeiture.
- Police Reform Act 2002 – Allegations against an ACPO rank Officer.

4. Counter Terrorism and Protective Services Sub-committee on 6 September 2010
Members present: Toby Harris (Chair), Reshard Auladin (Vice Chair), James Cleverly.
Performance update: PROTECT
Members discussed a paper which provided an overview of achievements against a range of performance measures relevant to MPS Counter-Terrorism Strategy. It also provides a specific and detailed update in relation to developments/progress around the Protect stand.
Oral update – RAVEC Review
Members heard an oral report detailing the progress of the abovementioned review.
Specialist operations – Financial management information
Members received this report which provided an overview of Special Operations and MPS Counter Terrorism (CT) grant budgets, spends, and forecasts.
5. Olympic and Paralympic Sub-committee on 16 September 2010
Members present: Dee Doocey, Jennette Arnold, Chris Boothman, Kirsten Hearn, Toby Harris and Victoria Borwick.
Presentation from British Waterways
Members discussed a presentation from British Waterways regarding access to and security of waterways during the Olympic and Paralympic Games.
Business case: AIRWAVE
Members discussed a business case detailing the delivery of police radio services during the Olympics. Arrangements for the ongoing monitoring of network performance were agreed. Members noted the business case.
6. Olympic and Paralympic Sub-committee on 7 October 2010
Members present: Dee Doocey, Jennette Arnold, Chris Boothman, Kirsten Hearn, Toby Harris and Victoria Borwick.
Business case: operational logistics infrastructure (Transport)
Members discussed a business case detailing transport arrangements for police staff and officers in relation to the Games. Members raised concerns around the use of mutual aid funding. The business case was approved.
