ALG Community Safety Panel membership

Summary

This report is to inform members of the ALG arrangements for membership of its Community Safety Panel.

A. Supporting information

At the 28 July 2000 meeting of the Authority, it was confirmed that the MPA would join the Association for London Government.

The ALG provides its members, which now includes the GLA, MPA, the 32 London Boroughs, the Corporation of London and LFCDA – with a single voice in negotiating with central, local and regional tiers of government. It advises its members on a wide range of issues, including Community Safety and Policing issues. (See terms of reference see Appendix 1).

The ALG's Community Safety and Policing Panel has representation from borough councillors from each borough with lead responsibility for Community Safety. The membership list see Appendix 2.

Membership arrangements

The CDO Committee can nominate up to three representatives to sit on the Community Safety & Policing Panel. R. David Muir was nominated by the full Authority, however, the apportionment of the other two members was delegated to the CDO Committee.

The ALG has been invited to contribute to the planned Crime and Disorder Workshop on 16 October 2000. Officers will be meeting the ALG Community Policy Officer to obtain a better understanding of the ALG's processes and involvement with other stakeholders/partners, in order to assess the level of access that the Committee members of the Panel would have to borough Chief Executives. The outcome of this meeting will be reported into the workshop on 16 October 2000.

Meeting schedule

The meetings of the panel are held every 3 months. One meeting was recently held on 11 September and the next will take place on Monday 22 January 2001 at the ALG.

B. Recommendation

Members are asked to nominate the required number of members to the ALG Community Safety and Policing panel.

C. Financial implications

There are no financial implications to this report.

D. Review arrangements

There are no review arrangements planned, however members may wish to review the value of membership of the CS&D Panel in the medium term.

Appendix 1: Community Safety and Policing Panel Terms of Reference

The Community Safety & Policing panel, within the terms of the articles of the Association and standing orders of the ALG, will:

  • set the policy priorities of the ALG in relation to community safety and policing, within the overall framework agreed by the ALG Leaders' Committee and with regard to the need for policy priorities to be co-ordinated across traditional service areas;
  • consider, and respond as appropriate, to policy and legislative proposals in the areas of community safety and policing of particular interest or significance to London;
  • make the case for fair allocation of resources for community safety and polcing activities to London;
  • identify, share and showcase best borough level practice;
  • promote the role of the boroughs in community safety activities;
  • negotiate on behalf of the ALG with Government Departments and the GLA, MPA, and MPS;
  • develop joint working between boroughs, on a pan London and/or sub-regional basis, where this will add value to individual borough responses;
  • develop partnerships with other sectors/agencies where this is in the interests of the boroughs;
  • receive reports of ALG European Service as appropriate;
  • appoint members/advisers to outside bodies as required.
