Summary
The deadline for views on the Home Office consultation document about the implementation of the Race Relations (Amendment) Act 2000 was Tuesday 15 May. The Association of Police Authorities sought views of all police authorities in order to give a composite response on the document. The MPA submitted a provisional response to the APA.
A. Recommendations
- That Members note the provisional response submitted to the APA, which is subject to Members' comments.
- That any additions or amendments to the paper agreed by members, be submitted directly to the Home Office, copied to the APA.
- Members note the dates proposed for the meetings of the working group that will be responsible for advising officers on the development of an MPA Race Equality Scheme.
B. Supporting information
1. Officers dictated an initial response to the Home Office consultation document about the implementation of the Race Relations (Amendment) Act 2000 to the APA on 10 May 2001.
2. The paper, see Appendix 1 is presented for members' comments and observations. Since the timescale is very tight, it is proposed that any further revisions to the paper should be sent directly to the Home Office, and copied to the APA for information. Officers will ensure that copies of the APA collated response is circulated to all members of the Authority.
3. One of the requirements of the Act is that each public authority should develop a Racial Equality Scheme that will detail the actions and processes that the authority will put in place to satisfy the Act. The MPA is a public authority within the meaning of the Act. The Authority's scheme will need to include MPS processes and actions. This committee will want to ensure that the MPS is fully engaged with the development of the plan. As agreed at the last CDO Committee, the Chair, Cecile Lothian and Jenny Jones will represent this committee on the group.
4. A series of dates have been proposed and details of these will be sent to MPA Committees, MPS Diversity Directorate and the organisations already agreed by Members. Please see Appendix 2.
Timescale
5. The group will need to work towards presenting a paper of the draft plan to the full Authority in September 2001. Once approved, copies will need to be submitted to the CRE.
