Summary

This report is a summary of the activities undertaken to progress the work on Independent Custody Visiting (ICV) since the last meeting of the Consultation, Diversity and Outreach Committee in May.

A. Recommendations

1. Members note that the 'Questionnaire Response' and 'Questionnaire Analysis' reports will be considered by the ICV lead members at their meeting on 20 July 2001.
2. For the committee to note that following the approval of the ICV sub-group to the proposals copies of both reports.
3. The committee note the report's recommendation to prioritise and engage in further consultation by setting up three working groups to consult on the three identified areas where agreement is significantly low.

B. Supporting information

Background

1. Lead members for Independent Custody Visiting met on 3 May 2001 to consider these reports. Both reports require development. This has been completed and will be discussed with lead members on 20 July. It is proposed that copies of these will be made available to all Authority members and independent custody visiting panels following that meeting. The lead members further requested the officers to submit a report outlining the cost implications of implementing the proposals in the report.

Questionnaire/Consultation report

2. The MPA has engaged in an extensive process of consultations with Independent Custody Visitors. Two reports have been written. The first is a 'Questionnaire Response.' This records the numerical feedback from panels to the Home Office Guidance. The second is the 'Questionnaire Analysis' which provides a more detailed analysis of those responses as per the original recommendations.

3. Further consultation is needed with all panels and other interested groups/bodies on the three most contentious areas identified during the consultation process (Recruitment, Administration and Training). Lead members will be considering the proposal to establish working groups to propose policy guidance and actions that Authority can take to progress these areas. This Committee will be informed of the outcome of the ICV subgroup decision following the meeting on 3 May to discuss the Home Office Guidance.
