Summary
This report outlines the progress to date on arrangements for securing MPA involvement in Phase Two of the Inquiry.
A. Recommendation
- That Members approve the proposed arrangements for involvement in phase two of the inquiry.
B. Supporting information
1. Phase One of the Climbié inquiry received evidence on the circumstances leading to Victoria Climbié's death. Phase One concluded in mid February 2002.
2. Phase Two will be conducted via a series of five seminars to focus on 'the needs of children, their carers and how the safeguards for the proper protection of children can be strengthened'. Each seminar will concentrate on a specific topic for discussion by selected attendees. Submissions on each topic have been invited prior to each seminar.

4. Due to tight submission deadline dates it is proposed that a consolidated submission from the MPA (possibly as part of any proposed MPS submission) is produced for the final seminar by 10th April.
5. MPA and MPS officers are meeting in mid March to discuss the process of developing and contributing to any submission within these tight deadlines. Unfortunately there will be no opportunity for formal committee consideration between this meeting and the deadline of 10 April. It is therefore proposed that interested members from the PSPM and CDO Committees are consulted separately at an early stage of any draft submission. All members of Consultation, Diversity and Outreach (CDO) and Professional Standards and Performance Monitoring (PSPM) Committees would then be invited to comment on a more detailed document prior to submission to the inquiry.
6. Further reports to cover implementation of the inquiry recommendations will be provided for the CDO or PSPM Committees or the full Authority as appropriate once the final report has been published.
