14. Metropolitan Police Authority and Metropolitan Police Service consultation work programme and budget 2003/04

Members received a report proposing growth items for the MPA consultation responsibilities and activities for 2003/04. The report also referred to a draft committee work programme that could be jointly owned by the Authority and the Metropolitan Police Service and enable them to progress and achieve continuous improvements in meeting their statutory and best practice consultation responsibilities. The report had been circulated to members with less than three clear working days’ notice, however Members agreed to receive it as an urgent item under the provisions of section 100B (4b) of the Local Government Act 1972. The reason for urgency was that Members needed to consider its contents before its inclusion in the budget cycle.

Whilst supporting the report overall, Members felt the report should have shown budget growth in the context of the budget as a whole, and noted that it contained nothing in relation to independent consultative groups and their assimilation into the MPA. They asked for an analysis of where other efficiency saving could be made by amalgamation of consultation processes elsewhere within the GLA and MPS.

Resolved - That

  1. the proposed growth items in 2003/04 be supported and that the Finance Committee be requested to consider these alongside other proposed new initiatives in the context of the overall budget; and
  2. the proposed associated work programme, which will be discussed in full at the forthcoming scheduled meeting of the Consultation Committee on 31 October 2002, be noted.
