Summary
Implementation of the National Intelligence Model is underway within the MPS. This report outlines the implications for consultation.
A. Recommendation
That Members note the main report as attached at Appendix 1.
B. Supporting information
1. A general report on the National Intelligence Model has already been submitted to the MPA Full Authority on 27 February 2003 and should provide useful background to this report.
2. The National Intelligence Model has been adopted by ACPO and the Home Office as the intelligence standard for all UK law enforcement agencies, and it must be in place by April 2004. It is part of the Government’s reform agenda and, being a strategic priority within the new National Policing Plan, will become a Ministerial objective. It is an MPS objective. Both HMIC and the Policing Standards Unit have undertaken to oversee forces’ implementation of the model. A document outlining national minimum standards for implementation is under development and is due to go before ACPO Council in March 2003.
3. The MPS NIM Implementation Team are formulating an implementation strategy that will incorporate the ACPO minimum standards and are currently working with the MPS Internal Consultancy Group.

5. Attached at Appendix 2 is the report previously submitted to the MPA Full Authority. It is an introduction to the NIM itself, outlining some key concepts and terminology.
C. Equality and diversity implications
Any revised policies and processes will take full account of Human Rights, Equality and Fairness, The Race Relations Amendment Act, The Regulation of Investigatory Powers, the Data Protection Act and Freedom of Information Act.
D. Financial implications
There are no significant financial implications within this particular element of NIM Implementation, however an investment appraisal is proposed to give an objective measure as to the likely costs and impact of implementation.
