Minutes of the Chair's Co-ordination and Urgency Committee meeting of the Metropolitan Police Authority held in AG16, Romney House, Westminster on Thursday 28 September 2000.

16. Apologies

(Agenda item 1)

Apologies for absence were received from Graham Tope and Richard Sumray.

17. Minutes: 31 August 2000

(Agenda item 2)

Resolved:
that the minutes of the meeting held on 31 August 2000 be agreed and signed as a correct record.

18. HMIC reports and inspections process

(Agenda item 3)

Members considered a report which proposed that the co-ordination and monitoring of the implementation of the HMIC recommendations should be undertaken by this Committee. The report covered the responsibilities and involvement of the MPA in relation to the inspection and reporting process.

A member with previous experience of the inspection process said different inspectors had a different approach to inspections. It was recommended that members input should be aligned to the inspectors lead and that a least one possibly two members should try and attend each day of the inspection.

The Deputy Commissioner clarified one of the statements made in the paper relating to the exclusion of members in discussions with the HMI. These discussions did not relate to the inspection but were an opportunity for chief officers and aspiring senior officers to discuss their career opportunities.

The Deputy Commissioner added that it was important that members attended the HMI hot brief at the close of the inspection.

It was suggested that it would be beneficial if a briefing session was arranged for members with HMIC advising them of their roles and responsibilities within the inspection process. The Deputy Commissioner said that this would also prepare members for any future inspections of the Authority.

Resolved:

  1. that a briefing session be arranged for members with HMIC outlining their roles and responsibilities in the inspection process;
  2. that the key stages of the inspection process and the extensive role given to the Police Authority be noted;
  3. that the recommendation that the Committee should assume responsibility for co-ordinating MPA involvement in the HMIC inspection process. Other Committees would be invited to monitor MPS implementation of HMIC recommendations falling within their responsibilities be accepted.

19. Protocol for urgent business

(Agenda item 4)

Members were invited to approve the protocol for dealing with urgent business that could not await the next meeting of the Authority or appropriate committee.

The Clerk said that Standing order 11 stated that officers would try and liaise with the chair of the appropriate committee at the same time as consulting with the chair of the Authority. He recommended that this should also be included in the protocol.

Resolved:
that the protocol be approved subject to the inclusion of the following amendment:

That where appropriate the chair of the appropriate committee be consulted at the same time as the Chair of the Authority.

20. Exclusion of the press and public

(Agenda item 5)

Resolved:
that under section 100 A(4) of the Local Government Act 1972 the press and public be excluded from the meeting for the items 7 and the tabled paper, of business on the grounds that they involved disclosure of exempt information as detailed in the paragraphs of Schedule 12A (9) of the above Act.
