50. Apologies

(Agenda item 1)

Apologies of absence were received from Richard Barnes (Deputy Chair) and Ian Blair (Deputy Commissioner).

51. Minutes: 12 March 2002

(Agenda item 2)

The Committee considered the minutes of the meeting of the Committee held on 12 March 2002.

Arising from the minutes, the Clerk referred to Minute 47 - MPA Accommodation recommendation (1) and sought confirmation on which member, together with the Chair, she should consult on the approval of tendered prices.. The Committee agreed that it should be Nicholas Long.

Resolved – That

  1. the minutes of the meeting held on 12 March 2002 be agreed and signed as a correct record; and
  2. Nicholas Long, with the Chair, be the member to be consulted by the Clerk when considering tender prices in relation to fit out, furniture and equipment, security IT and telephony work.

52. Funding for Community and Police Consultative Groups and Independent Custody Visiting Panels 2002/03

The Committee considered a report that sought approval to the outstanding issue of budget allocation to community and police consultative groups and independent custody visiting panels for 2002/03. The report informed members that the Consultation, Diversity and Outreach Committee had been unable to consider this matter due to a number of difficulties, including invalid applications, late submissions and further information required.

In considering the report members highlighted the need for the funding process to be reviewed and to include personnel and accommodation issues and possible closer working arrangements with local authorities, with the aim to work towards common standards. The Committee suggested that the Consultation, Diversity and Outreach Committee should include this in their work programme.

Resolved - That

  1. Members agree and sign off the recommended budget allocation to each CPCG and ICVP for 2002/03;
  2. Members note the processes in place for managing and monitoring the financial management of Groups and Panels;
  3. Members note the proposals for detailed reviews to be carried out, in the current financial year, to inform the budget allocation process for 2003/04;
  4. Members note the processes in place for managing the unallocated budgets to support MPA developments for Independent Custody Visiting and consultation;
  5. the Consultation, Diversity and Outreach Committee include in its work programme the review of the process of funding CPCGs and ICVPs.

53. Exclusion of press and public

(Agenda item 4)

A resolution was put to exclude the press and public from the meeting during agenda item 5 as it was likely to disclose exempt information as described in Schedule 12(a)(14) of the Local Government Act 1972 (as amended).

Resolved - that the press and public be excluded from the meeting during discussion of the following items of business.

54. Policing special occasions – cost recovery

(Agenda item 5)

The Committee considered a report on cost recovery of policing special occasions.

Members requested that future reports to Finance, Planning and Best Value Committee on this matter include a breakdown of costs for such events and that members be informed of the effects such events have on policing in boroughs and leading operations.

Members took the opportunity to thank all MPS staff involved in the funeral arrangements for the Queen Mother.

Resolved – That members agree that representation be made to the Home Office for grant-aid for full cost recovery for the policing costs of the Golden Jubilee celebrations, and that this should be supported by reference to the impact of a number of other exceptional public order events, particularly the Queen Mother’s funeral and May Day
