Summary

This report seeks approval to the attendance of an MPA member at the Third National Independent Advisory Group Conference to be held at the Le Meridien Queens Hotel, Leeds 11 – 12 November 2002.

A. Recommendation

That approval is given to the attendance of MPA member Kirsten Hearn at the Third National Independent Advisory Group Conference.

B. Supporting information

1. In May 2001 the Committee approved a process for agreeing Members’ attendance at conferences on behalf of the MPA. As part of this process, the Committee’s approval is required if the cost of the conference, including travel and accommodation expenses, exceeds £500 per delegate.

2. The Third National Independent Advisory Group Conference is being jointly hosted by West Yorkshire Police and Police Authority with the support of ACPO and the APA. It will take place at the Le Meridien Queens Hotel, Leeds on 11–12 November 2002.

The aim of the conference is to provide a platform that advances the development of community consultation. The Conference seeks to bring Independent Advisory Groups together along with partners, Police and Police Authority representatives to celebrate different ideas, experiences and opinions. It is important to bring together individuals representing diverse cultures, backgrounds and beliefs to advise and influence police strategies.

Small, professionally organised working groups will enable delegates to share views and experiences in a friendly, open environment. This is clearly a conference that is very relevant to the MPA and it is proposed that a member attend as MPA representation.

3. The Committee’s agreement is sought as the cost exceeds the £500 threshold. The cost is £295 per delegate inclusive of overnight accommodation. Travel will be £208, making a total cost per delegate of £503.

C. Equality and diversity implications

Whilst there are no direct equalities and diversity implications arising from this report, the key objectives of the conference include:

  • Increasing awareness of issues affecting vulnerable groups
  • Examining ways in which Independent Advisory Groups can reflect a wider range of diversity issues
  • Discussing the role of Independent Advisory Groups in the implementation of the Race Relations (Amendment) Act 2000

4. The cost can be met from the MPA budget for 2002/03.
