109. Minutes

Resolved – That the minutes of the meeting of the Co-ordination and Policing Committee held on 7 March 2003 be agreed and signed as a correct record.

110. Introduction of the taser as a less lethal option

(Agenda item 4)

The committee considered a report by the Commissioner providing details of how the MPS intends to introduce the Taser for use by firearms officers as a less lethal option. Members were also given a demonstration firing of the Taser and asked questions about its operational deployment, post-incident investigation following use of a Taser, the possibility of its use being extended after the pilot, training for users, the health aspects and the need to explain fully its introduction to Londoners in an appropriate way.

Resolved – That

  1. the committee notes and supports the introduction by the MPS of the M26 Advanced Taser for use as a less lethal option by selected SO19 firearm officers as part of an ACPO operational 12 months trial; and
  2. a progress report be made in six months time to the Co-ordination & Policing Committee or the Planning, Performance & Review Committee as appropriate.

111. MPA budget 2003-04 and projected outturn 2002-03

(Agenda item 5)

The committee considered a report by the Clerk and Treasurer setting out the 2003-04 MPA budget, together with the projected outturn position against budget for 2002-03.

The Treasurer commented that the 2003-04 budget shown in the report did not include all inflation provisions as these were still in the process of being allocated. These included provision for members’ allowances and this year’s pay award.

Resolved – That the committee

  1. notes the report;
  2. agrees the carry forward of up to £20,000 from the underspent training budget (paragraph 5) and any unspent budget from the Efficiency and Effectiveness funding (paragraph 6); and
  3. agrees the use of the contingency as set out in paragraphs 11 and 12.

The meeting ended at 11.55 p.m.
