Summary
This paper sets out the proposed draft design, content and format for the 2004/05 Policing & Performance Plan.
A. Recommendations
That Members comment upon the proposed design, format and content of the draft 2004/5 policing and performance plan.
B. Supporting information
1. Because of its size and as it is still being developed, the current draft version of the plan is attached for members only. Copies will also be available at the meeting or on request. This draft gives members the opportunity to see the progress made to date, the proposed design of the final product and the proposed draft format and content. Members should note that the proposed draft policing plan still awaits a few final textual and data contributions, and while it is not expected that the overall format will change significantly, the content will inevitably undergo some development and refining in the next two weeks, prior to final approval and publication.
2. The Home Office guidance on the production of policing plans indicates that plans must be issued “before the beginning of each financial year” i.e. by 31 March. “Issue” means that the police authority must have approved the final content of the plan. Following consideration and approval at Full Authority on 25 March, it is proposed to publish the policing plan on the Internet and Intranet on 31 March. The actual printed publication of the plan will take place within the following seven days to meet our statutory and stakeholder obligations. It is also intended that a summary of the policing plan will be made more widely available shortly afterwards.
Members are asked to comment on the proposed draft design, format and content of the 2004/5 policing plan.
C. Equality and diversity implications
Development of the MPS’s approach to diversity is referred to in various areas of the policing plan.
D. Financial implications
There are no specific financial implications arising from these proposals, although the development of the objectives and targets will determine in broad terms how the MPS proposes to use its resources in the coming year. Corporate Planning Group has budgeted £25K for the production of printed copies of the plan and of the summary document.
