Summary
This report seeks approval to the attendance of three MPA members at the APA Annual Conference to be held at the Hilton Hotel – Belfast on 23-24 November 2004.
A. Recommendations
That
- approval is given to the attendance of three members at the APA Annual Conference; and
- the Chief Executive & Clerk be authorised to agree which Members should attend.
B. Supporting information
1. In May 2001 the Committee approved a process for agreeing Members’ attendance at conferences on behalf of the MPA. As part of this process, the Committee’s approval is required if the cost of the conference, including travel and accommodation expenses, exceeds £500 per delegate.
2. The APA Annual Conference is to be held at the Hilton Hotel, Belfast on 23-24 November 2005.
3. The conference will focus on the main areas in the APA’s developing strategic agenda. Sessions will cover areas including accountability, resource management, corporacy and collaboration, race and diversity, workforce modernisation and joined-up local services.
4. A high profile platform of speakers including the Home Secretary and the Policing Minister is hoped for. It will also offer interactive sessions and workshops and extensive networking opportunities.
This conference is very relevant to the MPA and it is proposed that five members of the Authority attend as MPA representation.
6. The Committee’s agreement is sought as the cost of the conference exceeds the £500 threshold.
7. The cost of the APA Conference is £650 per delegate inclusive of accommodation for two nights. Air travel will be approximately £203.80 making a total cost per delegate of £853.

D. Financial implications
The cost can be met from the MPA budget for 2005/06.
