Summary

This report summarises some of the key issues identified in committee reports since the Board’s last meeting.

1. One of the roles of the Board is to inform itself of issues relating to equal opportunities and diversity addressed by other MPA Committees.

2. The Board is advised that relevant reports on the following subjects have been considered since its last meeting.

Planning Performance and Review Committee 9 January

  • Performance report for November: contains information relating to gender and ethnicity - Noted
  • Customer satisfaction: included satisfaction ratings in respect of racist crime. The Committee referred this item to EODB and it is attached as Appendix 1.
  • Monitoring performance of specialist crime: proposed methodology will address equality and diversity issues – Noted
  • Rape implementation plan: Operation Sapphire will be monitoring a London wide publicity campaign to address under reporting of rape and sexual offences within minority ethnic communities. Report noted - further work to come to EODB
  • Progress on domestic violence targets: reported on improved performance in respect of JDs for domestic violence – Noted.

Finance Committee 16 January

  • Premises Improvement Fund: approved grants to support expenditure on vulnerable and intimidated witness’ interview rooms.
  • Disposal of Old Street Police Station: Committee noted EODB paper but deferred decision for further legal advice.

Co-ordination and Policing Committee 24 January

  • Name badges: Committee endorsed wearing of name badges by police officers as a means of improving community confidence.
  • Stop and search scrutiny: EODB proposal approved.

Human Resources Committee 6 February

  • Best value review of retention: agreed that review should not progress but be reformulated into an improvement plan.
  • DOIT team update: noted (already considered by EODB)
  • Human Resources Plan: various diversity initiatives noted.
  • Police reform: threshold payment scheme outlined. PNB requirement to monitor all schemes for ethnicity, gender, disability and full/part time working to be honoured.

Co-ordination and Policing Committee 7 February

  • Race Hate Forum: update received and contribution to costs of administrator conditionally approved.

Finance Committee 13 February

  • Old Street Police Station: further report from Treasurer received.
  • Police overtime: discussed budgeting implications for 2003/04, reflecting need to achieve better work/life balance. Noted and agreed no further reduction to budget.
  • Airwave procurement: the Committee sought and received an assurance that the successful tenderers had robust equalities and diversity policies in place.

Co-ordination and Policing Committee 17 February

  • Managing further expansion in the MPS: governance arrangements and way forward agreed. Committee noted opportunity to move to a more representative workforce.

Professional Standards and Complaints Committee 20 February – cancelled

Consultation Committee 27 February

  • 2003/04 Consultation process: noted and approved with reference to intention to consult across the full range of GLA priority groups.
  • New approach for consultation in Greenwich: report reflects need to involve widest possible range of consultees.
  • Focus groups and citizens panels: report reflected need for innovative work to ensure that representative samples really are representative.
  • Recommendation 61 Hackney implementation communications strategy: report agreed.
  • MPA review of CPCGs: included reference to transitional arrangements for funding five local Racial Incidents Panels.
