Summary

This report summarises some of the key issues identified in reports considered at recent meetings of the Authority’s Committees.

That the Board notes the information.

B. Supporting information

1 One of the roles of the Board is to inform itself of issues relating to equal opportunities and diversity addressed by other MPA Committees.

2. The Board is advised that relevant reports on the following subjects have been considered at recent meetings.

Planning Performance and Review Committee 13 March

  • Criminal Justice Process and Blueprint for change: the report outlines pilots of a new model for support for victims of crime and witnesses. This will place special emphasis on the needs of vulnerable and sensitive witnesses and victims of hate crime.
  • Implementation of Glidewell in the MPS: includes a proposal to collect and monitor criminal justice performance data which will include for the first time diversity data.
  • Specialist crime and specialist operations high level indicators: Members commissioned a detailed paper on gun crime and the Firearms Unit for the July meeting.
  • Child protection: Updates on progress in implementing Victoria Climbié report recommendations notably the funding of two secondees from the African and Asian communities to develop third party reporting systems and confidence building measures.
  • Police officers in schools: officers are based in Safer Schools Partnership schools which tend to be located in areas with higher than average visible ethnic minority populations. All have received diversity training.
  • HMIC Inspection of Tower Hamlets: no specific diversity recommendations made.

Co-ordination and Policing Committee 17 February

  • Activity Based Costing (ABC): data collection for Borough Operational Command Units .Additional management information from ABC will allow more detailed monitoring of diversity data in respect of deployment and specialisation.

Co-ordination and Policing Committee 4 April

  • Taser: reports the pilot of the electronic stem gun. Each deployment will be strictly monitored.

Human Resources Committee 3 April

  • Recruitment and retention: Neither the female police officer recruitment target nor that for visible ethnic minorities is likely to be met. The new national recruitment standards process is designed to avoid any adverse impact on under represented groups.
  • Work/life balance: details the flexibilities being introduced in the MPS.
  • Police bonus payments: the new scheme will be monitored for ethnicity, gender and disability.
  • HMIC Inspection “Training Matters” progress on recommendations: diversity policies were addressed in the report.
  • People Strategy:Update Diversity issues are at the heart of the refreshed strategy.
  • Name badges: the DOIT team have been fully involved in developing the policy.

Finance Committee 10 April

  • Vulnerable and intimidated witness interview rooms: the Committee agreed the provision of one room per borough at a total cost of £1.44M.
