Summary

The Chair of the Equal Opportunities and Diversity Board is keen to seek the views of other members on a revised format for forthcoming committee meetings. This report proposes a process and invites members’ views on the proposal.

A. Recommendations

Members are asked to

  1. endorse the proposed format for the April meeting and to indicate the topic to be examined;
  2. agree that depending on the success, the new format be recommended to the incoming Chair of the EODB.

B. Supporting information

1. The present format of committee meetings has served the EODB well. It has been able to consider a wide range of reports and have also taken tie time to consider some of these in some detail. It is acknowledged, however that the traditional committee process is rather limiting its ability to scrutinise in any significant detail aspects of the performance, policy or practice of the MPA or MPS.

2. Following the 2003 GLA budget equalities process, and the subsequent published recommendation proposing fro that the EODB take a more focused overview of key aspects of the MPS performance, the Chair has commissioned a brief paper to elicit the views of Members, on varying the format for future meetings. This is attached at Appendix 1.

3. Members views are sought on the process outlined, and if approved, it is proposed that the April meeting should be a ‘scrutiny’ meeting on an area to be agreed by members. If the format proves to be useful, it could be recommended to the forthcoming Chair of the EODB, who will be selected in June 2004 and indeed have further application across the Authority.

C. Equality and diversity implications

The proposed revision to the format of the EODB meetings have the potential to impact assess the MPA and MPS policy and practices and their potential for adverse impact. As such therefore, the process will be one which could greatly assist the MPA in its governance of the equality performance of the MPS.
