Summary

This report provides the background for the approval to enter into a contract following completion of Second Stage Tender negotiations, to provide accommodation requirements for the Organised Crime Group (OCG) and Serious Crime Group (SCG) (East) at Hertford Road, Barking.

A. Supporting information

1. A business case prepared by the then 3 Area Crime Operational Commnad Unit (OCU) and SO8 (Flying Squad) recommended the provision of accommodation at a single site and in a suitable location. The business case was developed by the MPS Property Services Department into an Accommodation Schedule and agreed with the OCU and Flying Squad.

2. First and Second Stage Investment Appraisal reports considered all aspects of the accommodation requirements, including an examination of the feasible options and comparison of their costs over the expected building lifetime. The Appraisals identified the acquisition, refurbishment, alteration and extension of buildings at Hertford Road, Barking, (formerly owned by British Gas) as providing the Best Value.

3. The buildings were acquired in 1999 for the sum of £2.75m. Second Stage Investment Appraisal considered adaptation options and was approved by the Receiver for the Metropolitan Police District on 26 June 2000, at an estimated value of £5,350,000 for the building works, based at 2nd quarter 2000 price levels (£5,489,565 updated to 1st Quarter 2001 price levels).

4. Design of the approved scheme was developed by consultants to the detail required for first stage tendering, on behalf of the MPS Property Services Department. Following the completion of European Community selection procedures, five Contractors were invited to tender.

The criteria and method of evaluating the first stage tenders was set prior to the tender return date and was based upon a numeric consideration of the tender prices and the quality of Partnering responses. The evaluation was carried out by the MPS Property Services Department and their consultants, resulting in the selection of a preferred contractor for Second Stage Tender negotiation.

6. The scope of the project has increased since the Receiver’s approval was given in June 2000, due to additional requirements of the OCG and SCG. The Second Stage Tender negotiations with the preferred contractor were concluded on 19 December 2000 and have taken account of these additional requirements together with other general design development. The negotiations have also developed a list of potential post contract “construction risks”, and have allocated provisional maximum costs to cover these risks and should result in a final cost, on completion of the construction contract, that is close to the Contract Sum. The negotiated Contract Sum is disclosed in the exempt paper.

B. Recommendations

The Committee is asked to note the contents of this Report.

C. Financial implications

The contract sum will mainly be expended over financial year 2001/2002, with the balance of payment and retention sum held over into 2002/2003. Funds have been incorporated into the Capital Building Programme and approved by the Resource Allocation Committee.

D. Review arrangements

Further approval will be sought from the MPA if changes are required to the scope of the contract works and these changes are estimated to cause a significant increase in cost above the approved contract sum.
