Summary

This paper sets out the latest version of the proposed priorities, objectives, performance indicators and targets for the annual plan and seeks members' agreement to the final version for submission to the full Authority on 8 March. It also describes the proposed plan contents, the status of plan production and the proposed process for completion.

  2. that members comment on the proposed plan contents (Appendix 2);
  3. that members note the status of plan production and confirm the proposed process for completion (Appendix 3 and Appendix 4).

B. Supporting information

Background

1. The Authority agreed the priorities and areas of focus for the plan at its meeting on 14 December. Since then, the objectives and performance indicators (PIs) have been developed through the Oversight Panel and meetings of the Performance Management and Professional Standards Committee, a members' workshop and the January meeting of the Finance, Planning and Best Value Committee. On 8 February proposed targets were discussed at the Oversight Panel and submitted to the full Authority meeting, but not discussed in detail.

2. A chart showing the latest version of the PIs and targets is attached at Appendix 1 (this format will not be used in the full plan). This incorporates comments made at the Oversight Panel and footnotes prepared by the MPA Secretariat summarising members' comments at the full Authority meeting. As agreed at that meeting, this paper has been circulated to all members with a covering letter inviting more detailed comments before the meeting of the Finance, Planning and Best Value Committee. These will be reported to the meeting.

3. Given the short time available for production of papers it has not been possible to respond to all the points made by members. Further updates will be provided at the meeting. Three changes were agreed which are not listed in the chart at Appendix 1. Firstly, the objective relating to proactive initiatives in respect of race crime was deleted on the basis that it is not outcome focussed. It was agreed that the plan text should refer to the need for individual boroughs to develop and report on initiatives in partnership with their local Crime and Disorder partners. Secondly, it was agreed that the wording of objectives for retention of visible ethnic minority officers and female officers should be reviewed. The MPS will bring forward revised proposals under the internal diversity heading at the meeting. Thirdly, it was agreed that the internal priority 'culture change' should be deleted from the plan.

4. There has been considerable discussion about the production of summary versions of the plan, including the proposed joint summary with the GLA. A separate paper on this issue by the Clerk is also on the agenda for this meeting.

5. Appendixes 2 and 3 list, respectively, the planned contents of the document and the current status of production. Appendix 4 sets out the process for completion of the plan. A first draft of the plan will be produced by next week.

C. Financial implications

There are no direct financial implications from this paper. Clearly, resources available to fund the current priorities will need to be reviewed in the light of the final budget settlement.
