Summary

  • To endorse the final draft of the Environmental Strategy & Progress Report;
  • To note the comments received from the GLA's Environmental Advisor, and to endorse the recommendation.
  • To re-declare the MPS commitment to energy conservation by signing up to the Government's'' Making a Corporate Commitment Campaign (MACC2)"

A. Recommendations

Members are asked to:

  1. Endorse the strategy, along with any amendments agreed as a consequence of the GLA response.
  2. Endorse the proposal for the MPS to sign again the government's "Making a Corporate Commitment Campaign" (MACC2).
  3. Note that, following a recommendation of the MPS Resource Allocation Committee the published document will incorporate at the front a short summary of key targets.

B. Supporting information

1. Previous environmental strategies were submitted for endorsement to MPS Policy Board by the then Receiver as the MPS "Environmental Champion", prior to publication.

2. Subsequent to the formation of the GLA and following approval by the Resource Allocation Committee (RAC), the endorsement procedure includes submission to the MPA FPBV and consultation with the GLA's environmental advisor, Darren Johnson.

3. The key points of the Strategy and Progress Report are summarised in Appendix 1, the full draft is available on request.

4. The format, style and focus of future strategies will need to reflect the environmental strategies currently being developed by the GLA.

5. The "Making a Corporate Commitment Campaign" was launched in 1991 and the Commissioner signed a declaration on behalf of the MPS in 1992. That commitment was renewed in 1997 by the then Commissioner, Sir Paul Condon at a ceremony involving the Energy Minister.

6. The Government has recently relaunched the scheme under the banner, "MACC2". The aims of MACC2 are similar to the original Making a Commitment Campaign. They are to ensure participating organisations:

  • publish a Corporate Policy;
  • establish an Energy Management Responsibility Structure;
  • monitor and evaluate performance levels;
  • set performance improvement targets;
  • increase awareness of Energy Efficiency among employees;
  • hold regular reviews; and
  • report preface changes and improvements to Authority/Board members and employees.>

7. All departments have been consulted through their representatives on the Environmental and Energy Panel.

8. The GLA have been consulted. Their comments have been considered and embraced within the strategy where appropriate. A copy of their comments received from the GLA, Appendix 2, along with the response, Appendix 3, are attached.

C. Financial implications

There are no additional costs resulting from the endorsement of this Strategy that are not contained within existing departmental budget submissions.

Appendix 1: Summary of key points of the MPS environmental strategy & report - January 2001

Highlights

  • This year's strategy and report, including the overall MPS Environmental Policy, has been amended to reflect the auditing requirements of ISO14001.
  • The strategy also includes a commitment to sign-up to the Government's re-launch of making a corporate commitment campaign (MACC2).
  • Within the reporting period the Director of Resources has taken on the role of the Environmental and Energy Champion.
  • The strategy was submitted to the Mayor's Environmental advisor in December 00. The comments have, where possible and appropriate been incorporated into the strategy.

Performance (environment, energy, fuel)

  • Energy costs have reduced, but consumption has gone up very slightly indicating good procurement practices, but a constant performance in consumption terms. CO² emissions have been reduced as a consequence of different generating mix amongst the supply companies.
  • Water costs are up, but consumption is down bringing us back in line with the strategic target to reduce consumption by 25% from the 96/97 baseline by 2001/02.
  • Waste production continues to rise with the exceptional rise in clinical waste being attributed to police activities and the re-issue of the special notice identifying what actually constitutes clinical waste.

Initiatives

  • ISO14001
  • Progress on the project should enable us to submit our EMS for accreditation by mid 2001. The project is generating considerable work and identifying areas that need to be included within our policies, standards and procedures.
  • MACC 2
  • This is a new initiative for the strategy for January 2001 and reaffirms the corporate commitment.

Energy pilot rollout

  • This is being extended to cover the top 20 energy consuming buildings, energy reports are beginning to be issued. This programme will follow the same format as the initial pilot and will require significant efforts from the outsourced consultants and contractors.

Benchmarking

  • The Government requires all departments to report on energy performance of all buildings with more than 50 occupants, this is on programme to be available during April 2001 for the period up to December 2000.

Building audits

  • These are being used to identify engineering problems, a benefit of this is that energy conservation and performance issues are being identified as a result of the process.

Climate change programme

  • The effects on the cost of fossil fuels is well known, but the associated affect on NI contributions for the MPS is yet to be established.

January 2001, Enviromental Strategy and Progress Report

Thank you for your letter and comments of the 9th January 2001. I have attempted to address the individual matters in the attached response. We also spoke to your office (Helen Cox) on the 20th February and gave a brief outline of the events following receipt of your letter, I am still unable to confirm the final position because the relevant MPA and MPS committees are yet to meet.

Your letter and comments covered many areas related to property, but also some related to transport and procurement as well as touching on issues associated with personnel policy. Where your comments related to issues outside this department's control I have directed them to the respective departments (ie Transport, Procurement and Personnel) and whilst I am aware that the issues are being considered I am not able to provide a definitive response to those aspects at this stage. In the case of property, where possible, we have incorporated your comments within this year's Strategy, but I hope you will appreciate the difficulty in incorporating all of the matters you have raised at this stage, in view of the time scales we face. I shall ensure you are consulted much earlier in the process prior to the next review scheduled for January 2002. However, I have included all you comments for consideration with the document when it is considered by the MPS and the MPA.

Our ISO 14001 pilot progresses many of the issues you raise in respect of property. Coupled with a fundamental review of Transport Strategy currently in progress this should address many of your queries.

I will contact you as soon as the Strategy has been formally considered by the MPA when it would be helpful if we could plan some early meetings to begin the development of next year's Strategy.
