Summary

This paper notes the publication of the authority's policing and best value performance plan for 2001/02. Members are invited to provide feedback to help develop and improve the process for preparing the plan for 2002/03.

A. Recommendations

  1. that members note the formal publication of the authority's policing and performance plan for 2001/02;
  2. that members provide feedback on the process to develop the plan or the plan itself.

B. Supporting information

1. Members are aware of the need to prepare and publish a policing and best value performance plan before the start of each financial year.

2. The authority's plan, prepared jointly by MPA and MPS officers, was published on the internet in line with Home Office statutory guidelines. Printed copies of the plan will be sent to all members as soon as they are available. Copies will also be sent to all libraries and police stations as well as to key partners in London (see Appendix 1).

3. The plan describes the programme of best value reviews for the period 2001/02 to 2004/05 (see Appendix 2). The plan notes that start times for reviews are indicative and, in any event, these may need to be reassessed in light of recommendations from the work to scope a programme of effectiveness and efficiency reviews.

4. The plan is subject to audit by the authority's external auditors and an audit report must be sent to the authority by 30 June 2001. The authority must publish the audit report and prepare a statement of the actions it will take in response to any recommendations made in the report. As part of the audit process auditors may wish to speak to members of this committee.

5. The audit report may identify areas for improvement. MPA and MPS officers are also learning lessons from the process used last year to help develop and improve the process to be used this year. Members are invited to provide feedback to assist in this development exercise either on the process to prepare the plan or the plan itself (eg content, design, style).

C. Financial implications

The costs of producing and distributing the hard copies of the plan are likely to be between £10,000 and £12,000.
