This report updates progress made in the efficiency and effectiveness reviews.

Introduction

1. The Efficiency and Effectiveness Project Board met on 29 November, with Accenture in attendance. Accenture produced, as agreed, the interim final report on overtime, the interim report on financial devolution and a scoping report on Forensic Medical Examiners (FMEs). The overtime report is being considered by the MPS and will be considered again by the Project Board at its meeting on 19 December. The report will be presented to this Committee at its meeting on 17 January 2002 and thereafter to the Human Resources Committee.

2. Progress on these and other Tranche 1 reviews (excluding property) is being made as outlined below:

3. Invitations to tender for Property Part 1 and Tranche 2 of the E&E programme have been despatched. Property Part 1 tenders are due to be returned on 30 November and Tranche 2 on 14 December.

4. There will be another meeting of the Project Board on 29 November and any further matters will be reported orally to the Committee.

C. Financial implications

1. Budget provision of £1 million has been made in the 2002-03 budget to fund the efficiency and effectiveness programme. Similar sums are to be provided in the following year to finance Tranche 3 of the review.
