Summary
This report updates progress made in the efficiency and effectiveness reviews.
A. Recommendations
- that members note the progress of the Efficiency and Effectiveness reviews; and
- note the transport implementation matrix.

Introduction
1. The Efficiency and Effectiveness Project Board met on 12 February with Accenture and Knight Frank in attendance. Accenture produced their draft final reports on income generation and forensics and two scoping presentations on supplies and services and operational policing. Knight Frank presented their draft terms of reference and deliverables.
2. The Board also considered the implementation matrix for the transport review (the final report has previously been considered by FPBV Committee in November 2001 - FPBV/01/175) and this is attached at Appendix 1 (see Supporting material).
Progress on these and other Tranche 1 reviews is outlined below:

Steering Group
4. A meeting of the Steering Group, comprising Chair MPA, Mayor and Commissioner will be held on 28 February. Accenture will be requested to give a brief presentation of their findings to date. It is anticipated that the agenda will comprise a review of the implementation process and will consider progress on reviews where implementation has already commenced, will take a forward look to Tranche 2 and see what lessons can be learnt and will consider operational policing measures.
Workshop
5. A workshop meeting is being arranged in March to give all members of the MPA the opportunity to have a presentation of the work on Tranche 1 by Accenture and to question them on their findings.
Tranche 2
6. Shortlisting for Tranche 2 has been completed and six firms will be seen by the Appointment Panel on 12 and 14 March. The Panel will comprise Treasurer MPA (Chair), Rachel Whittaker, Director of Finance and Performance (GLA), Acting Director of Procurement (MPS), Director of Commercial Services (MPS) and Mayoral Advisor (GLA). Commencement of Tranche 2 with the selected consultant is anticipated in late March.
C. Financial implications
Budget provision of £1 million has been made in the 2002-03 budget to fund Tranche 2 of the efficiency and effectiveness programme. A similar sums is to be provided in the following year to finance Tranche 3 of the review.
