Procurement of contact handling system for C3I

Summary

This report seeks authority to place a contract for the procurement of a Contact Handling System for C3i, in accordance with the approved C3i business case which was approved by the former Finance, Planning and Best Value Committee in September 2001 and the Authority on 25 October 2001.

A. Recommendation

It is recommended that members authorise the placement of a contract to procure a Contact Handling System for C3i.

B. Supporting information

1. C3i is the Command, Control, Communications and Information Project. It will replace the MPS command and control functions in response to the ever-increasing number of requests for police assistance. It is scheduled to come into service in mid-2004.

2. A crucial element of C3i is the Contact Handling System (CHS). Staff in the C3i centres will use the CHS to handle, prioritise and direct demand coming into the centres (mainly telephone calls), ensuring that they are being progressed in a manner that is appropriate to the subject and urgency of the call.

3. Computer Aided Despatch (CAD) is at the heart of any command and control system. The ability to interface to the CAD system will be an essential part of the CHS and will be a key feature supporting the business process in this area.

4. There is little latitude in the timetable for C3i and the process to procure this system must begin now to avoid delays to the mid-2004 target go-live date.

C. Equality and diversity implications

The proposed CHS will support an extension to existing MPS practices and policies including those on equality or diversity.matters.

D. Financial implications

1. Financial details of the contract for the provision of the CHS are contained in a separate ‘exempt report’, to be considered at this meeting (agenda item 14).

2. Advice has been sought MPS Directorate of Procurement and their advice is being followed.
