Summary

To receive the final draft of the Environmental Progress Report 2003, and to note the separation of the publication of the Progress Report from the Strategy and the change of frequency of publication of the Strategy.

A. Recommendation

That

  1. Members note the separation of the publication of the Environmental Strategy from the Annual Environmental Report;
  2. endorse the publication of an Annual Environmental Report;
  3. endorse the 2003 Annual Environmental Report;
  4. endorse the publication of a 5 year Environmental Strategy; and
  5. endorse the publication of an accompanying leaflet to the Annual Environmental Report, identifying the performance highlights and initiatives.

B. Supporting information

1. Previous editions of the Annual Environmental Progress Report have been jointly issued with the Environmental Strategy. The MPA Internal Audit Report issued in January 2002 recommended that the Environmental Strategy and Progress Report (ESPR) be adjusted to reflect the differing information requirements of stakeholders and management.

2. This was partly achieved in the 2002 edition of the ESPR, but during the preparation for the 2003 edition it became clear that the combined publication of the two documents failed to fully deliver the recommendations of the audit, and also that the yearly cycle mitigated against the development of a longer term strategy that reflected the views of both stakeholders and management.

3. The MPS Environmental Panel and subsequent workshops endorsed the proposal that the Environmental Strategy and Progress Report should be published separately, the Environmental Report being an annual publication with the Environmental Strategy covering a 3-5 year period. In order to align with the developing MPA planning cycle a 5 year strategy period is proposed.

4. The Annual Environmental Report would cover the performance in the reporting period and targets for the future. For following editions it is planned to bring publication forward to the calendar year end.

5. The Environmental Strategy would be published at the end of the first quarter every 5 years following consultation with the GLA/MPA/Stakeholders/Provisioning Departments and interested parties. The first publication of the new format Environmental Strategy being scheduled for 2004.

6. Following the Environmental Workshop it was also proposed that a leaflet was produced to accompany the annual progress report that would be made available more widely via Police Station front offices and public buildings.

7. The key points of the Progress Report are summarised in Appendix 1. A draft of the full report has been made available to Members and is in the Member’s Room.

8. All MPS departments have been consulted through their representatives on the Environmental Panel.

C. Equality and diversity implications

There are considered to be no equality or diversity implications arising from the endorsement of this report.

D. Financial implications

There are no additional costs resulting from the endorsement of this Report that are not contained within existing Departmental budget submissions.

MPA Environmental Report 2003

Highlights
  • The report:
    • reflects the requirements of an Environmental Management System
    • recognises the recommendations of the Internal Audit Report on Environmental Policies and Procedures.
    • focuses on the areas where the MPA has the greatest impact on the environment, this being the consumption of raw materials / natural resources, atmospheric pollution and the social issues of envirocrime.
  • The electricity contracts awarded in October 2001 provide for the supply of electricity to Orpington Police Station and Cobalt Square from renewable sources.
  • The Energy Management Section achieved accreditation under the National Energy Foundation's Energy Accreditation Scheme adjudicated by the Institute of Energy.
Performance
  • Staff numbers increased by 4.7% during the reporting period.
  • Energy costs increased by 5.54% per m2 (affect of 10.0% climate change levy on non-renewable energy supplies).
  • When compensated for weather and Estate changes energy consumption per m2 increased by 2.55% (due to intensity of estate use and increase in staff numbers).
  • Carbon Dioxide (CO2) emissions from energy use (buildings) reduced by 1.1%.
  • CO2 emissions from transport fleet reduced by 7.5%.
  • General and clinical waste disposal continued to rise.
Initiatives
  • Saving required from 'Making a Corporate Commitment' version 2 (MACC2) initiative stated in targets.
  • Building Research Establishment Environmental Assessment Method (BREEAM) 2002 adopted for all new buildings and refurbishments.
  • Audit of waste database has resulted in more accurate figures.
  • Wherever appropriate invitations to tender for MPA contracts now contain clauses designed to make potential suppliers demonstrate their understanding of the environmental issues arising from the goods or services they are bidding to supply. Procurement Services have adopted a range of internal objectives, which will assist in measuring how effective these requirements have been.
  • Active participation in the development of the Mayor's Draft Energy Strategy.
  • Commencement of the complete review of the Environmental Strategy.
  • Energy Performance Indicators are published at quarterly intervals for all properties with over fifty occupants.
