Summary

The MPS has a requirement for 13 armoured vehicles that will perform a number of different security roles for the Public Order OCU (CO11) and the Force Firearms Unit (SO19). A competitive tendering exercise to three companies has now been successfully completed and the MPA are requested to authorise the award of the contract.

A. Recommendation

That MPA authorise the award of a contract for the supply of 13 armoured vehicles to the Company specified in the exempt report.

B. Supporting information

1. The MPS has a requirement to supply CO11 and SO19 with 13 armoured vehicles. At the January 2003 Finance Committee meeting, the MPA approved the procurement 'by a limited non-OJEC competition at a total cost of approximately £1.5M.' Invitations to tender were sent to three companies: Jankel Armouring, S MacNeillie & Son and Penman Engineering.

2. Bids were received from Jankel Armouring and S MacNeillie & Son. The third technically qualified company, Penman Engineering, declined to bid. An evaluation of the competing bids has successfully taken place.

C. Equality and diversity implications

There are no equality or diversity issues with the replacement armoured vehicle programme.
