Summary

This report requests the Finance Committee to implement the forensic commercial strategy that was agreed by the Committee in November 2002.

A. Recommendation

That members agree the recommendations in the linked exempt report.

B. Supporting information

1. The Finance Committee approved a commercial strategy for forensic science in November 2002, following the Efficiency and Effectiveness Review of forensic expenditure carried out by Accenture for the MPA (April 2002).

2. The purpose of the strategy was to secure improvements in performance, a more robust commercial relationship and Best Value in the delivery of forensic services to the MPS (cost approximately £33 million per annum).

3. The Committee is now asked to approve the main recommendations as set out in the linked exempt report.

C. Equality and diversity implications

The implementation of the Forensic Commercial Strategy is expected to be neutral in terms of equality and diversity, having neither positive nor negative effects on any groups or sections of the community. No assessment of the impact of the commercial strategy on race equality has been carried out, because there are not considered to be any equality and diversity implications in the proposals.
