Naming of office premises at No’s 43 - 59, Clapham Road SW9

Summary

The newly leased office premises at no’s 43-59, Clapham Road is to be fitted-out to provide accommodation, in the majority, for Lambeth Borough Operational Command Unit (OCU) to occupy in February, with follow-on works to accommodate various other units in April 2004.The premises comprise a six-storey main office building (including basement) on the Clapham Road frontage linked to a four storey light-industrial building at the rear. Both buildings share the same postal address.

A. Recommendation

Members are requested to endorse the proposal to name the leased office premises at no’s 43 - 59, Clapham Road; 'Frank O’Neill House'.

B. Supporting information

1. The fitting-out of the upper three floors of the main building will provide much needed accommodation for Lambeth Borough Operational Command Unit (OCU) to enable expansion of operational units at Brixton police station. The remaining accommodation will be available for use by various units decanted (in part) from nearby central headquarters accommodation.

2. From both an operational and administrative point of view the Borough OCU (as major shareholder) has made a case for the building to be given its own identity in memory of a Police Officer killed in the line of duty whilst serving the local community.

3. The Borough Command Team, following consultation with staff and the Police Federation, has suggested that it be named in honour of PC Frank O’Neill who was killed in the line of duty on 25 October 1980.

4. Frank O’Neill’s family has been consulted and is very much in favour of the suggestion.

5. The OCU Commander; Richard Quinn, MPA link member and Local Authority Chief Executive have agreed the name ‘Frank O’Neill House’.

6. The Landlord has also confirmed acceptance in writing to the suggested name. The building will retain its existing postal address of; No’s 43 – 59, Clapham Road, London SW9 0JZ. As this property is leasehold, steps will be taken to ensure that, wherever possible, the name can be removed from the building if the property is no longer occupied by the MPS.
