Report on vehicle equipping for service and maintenance outsource contracts

Summary

This report provides an update on the performance of the vehicle maintenance contract with Venson Public Sector plc and the equipping for service contract with S MacNeillie and Son. Both contractors continue to meet the performance requirements of the contracts.

Both these two major Transport Services’ outsource contracts are due to be replaced in April 2006. Work on the programme to replace the contracts, along with the other major MPS outsource contracts, is now well underway.

Members are asked to note the contents of this report.

B. Supporting information

1. Approximately 3000 MPS vehicles, some three quarters of the owned fleet, are maintained under an outsource contract with Venson Public Sector Ltd (VPS). S MacNeillie and Son (SMS), who are based in the West Midlands, undertake the equipping of approximately 500 vehicles per annum with police equipment for service with the MPS. Both contracts started in April 1999 and end in April 2006 when they will be replaced by competition. This update report supplements that submitted to the Authority on 16 January 2003 which only covered VPS.

Performance against contract

2. For commercial sensitivity reasons, the supporting information concerning the performance of VPS and SMS is contained in exempt Appendices 1 and 2 respectively.

Way Forward for Transport Services’ outsource contracts

3. Work on the programme to replace these two major Transport Services’ outsource contracts in April 2006 is now well underway. The important first phase for the Transport Services’ project is to develop a new MPS Transport Services’ Strategy as the basis of deciding what functions should be outsourced after April 2006 and, in particular, how vehicle procurement, equipping, fleet management and in service maintenance can be undertaken most cost effectively in future. It is intended to seek MPA endorsement of this new strategy early in 2004.
